A Letter from GIF President

Dear friends,

 

INDIA has had a great and glorious past. We are all proud of our cultural heritage embedded in the teachings of her ancient seers, rishis and wise persons. The two great apostles of peace and non-violence, viz., Lord Mahavira and Lord Buddha were born here. Our sacred lore is replete with innumerable incidents and anecdotes relating to self-illumined and enlightened sages and other holy persons. 

 

It is on account of our common spiritual and moral values marking our unity in diversity that our cultural heritage is intact despite foreign invasions from time to time. In truth, India was not only the spiritual Guru for other nations she was also a model nation as regards economic prosperity and development. Our ancient legacy in all areas is singularly unique and peerless.


UNFORTUNATELY, India has not been able to retain her past glory. She is beset with numerous problems like poverty, overpopulation, under development, corruption, moral torpor, lack of sensivity and sensibility, blind copying of the Western culture, ecological and environmental degradation, ethnic and communal violence and a host of other related difficulties.


GOLDEN INDIA FOUNDATION has been established with the sole objective of restoring the pristine glory of our country in every walk of life. The path is strewn with thorns and challenges but if we have the resolute will to improve the quality of life in our country, we can once again bring back the golden era of Chandra Gupta Maurya, can give birth to a modern Chanakya to make India prosperous and can eradicate the seeds of violence responsible for making our life hellish and miserable. We are still capable of rebuilding our nation.


MERE economic prosperity will not make the people of India happy. We have, therefore, prepared a brief outline of our work which addresses the problems besetting India, our great country. It is just an outline that provides an insight into what we are going to do. It can change, develope and expand in the course of dialogues with people with similar concerns. I invite suggestions and seek cooperation of all in rediscovering India and chalking out strategies to make her a pace-setter, nay, a leader in all areas of human life.

GOLDEN INDIA FOUNDATION is envisaged to be a large organization eventually keeping the varied activities into mind planned for it in order to fulfill its dream of seeing India grow into a powerful, prosperous and peaceful nation. It will emerge as a model nation capable of providing leadership in peace and prosperity. 

 

It is to be developed as a national non-profit organization with the exclusive aim of improving the quality of life in all spheres and making the people of India truly happy and prosperous through counseling and constructive measures. Of course its thrust is on elimination of poverty and on improving our economy but it will not confine itself to these two important areas of human needs only but will cover all major areas connected directly or indirectly with human happiness.

 

GIF is registered as a trust with Mr. P.C. Lunia as the founder and the first Chairman cum Managing Trustee. It has six other trustees. It is headquartered at Jaipur and maintains its international office at New York.

 

 

Aims and Objectives  

(1)    To endeavour to make India a truly great nation in all areas by improving its economy leading it to become one of the most prosperous and spiritually elevated nations,

(2)    To preserve and enrich its glorious cultural heritage and bring about a cultural revolution and new awakening among the people of our country,

(3)    To carryout research to find ways and means to tap India’s natural resources without disturbing its ecology and environment,

(4)    To strive for the elimination of poverty and generate opportunities for employment,

(5)    To evolve a new system of education embedded in moral and spiritual values which can help young generations to stand on their own feet with awareness towards their responsibility to society.

(6)    To improve the quality of human life by undertaking a series of constructive and economically viable activities,

(7)    To publish research papers, diagnosing ailments in social, cultural, economic, agricultural, political, religious and educational areas and suggesting concrete steps to remedy the maladies,

(8)    To undertake and launch a campaign to arouse mass awakening for reviving our value system and for adopting a new lifestyle.

(9)    To organize national, international seminars, symposia and workshops from time to time.

(10)To inculcate a sense of nationalism among the youngsters of our country.

(11)To promote scientific outlook in the field of Industry and Agriculture and help researchers to find out new technology to boost industrial and agricultural production,

(12)To impart training to unemployed youths in order to equip them with necessary skills and competence to do their jobs more efficiently and start training centers in different parts of the country,

(13)To import latest technology from abroad and network with institutions and organizations in different parts of the world for improving our knowledge in various fields.

GIF Activities

 

1.  National Center for Training, Research and Development  

GIF plans to set up the above institute for taking up a number of training programmes for students, youths and adults. We feel that the main reasons for our poverty and lowest per capita income are lack of patriotism, inadequate use of modern technology in industry and agriculture, lack of training to individuals to do their job in the best possible way, lack of funds, lack of initiative and a burning desire for improvement and decadence of moral and spiritual values in our society.

            

The above institute will install one million videos and TVs to launch vocational training programme all over the country from Panchayat to University level, to train manpower in hundreds of vocations and crafts. It may help millions of unemployed youths to either start their own business or get employment in suitable technical institutions. The above institute will prepare a blueprint to launch a national programme to impart training to people. 

 

NCTRD will first train the trainers who will instruct and teach through these videos. The instructors will impart practical training and where necessary will refer them to bigger training centers. The basic thrust of the programme will be on helping the unemployed or semi-employed to learn a skill of such nature through which he should get immediate financial benefit through a job or self-employment.

 

Apart from these training programmes, the institute will also promote the study of the areas which have a potential to provide jobs to the unemployed and will employ researchers to find out ways and means to improve Indian economy.

 

2.         Publications Division

 

GIF will establish a separate division to publish research papers on environmental and ecological security, economic development, employment, human resource development, women and global spirituality. It will start a journal highlighting national problems providing strategies and solutions. It will employ experts to prepare information packages providing guidelines for job opportunities and identifying the areas in which the entrepreneurs can embark upon self-employment schemes. Publications Division of GIF will get monographs, articles and books written by those who have evinced practical skills and genius and are known as achievers in the world.

 

3.         Global Advisory Council

  

Our view is that our country is lagging behind on account of our ignorance of the latest innovative techniques and scientific research. GIF will identify international talents and geniuses in different areas, viz. science, business, industry, agriculture, education, environmental and ecological security, economics, information technology, communication, health, peace, nonviolence, disarmament and religion and will invite them to join its Global Advisory Council to help us to build a Golden India. India is known for its glorious past when people were happier, healthier and prosperous in the real sense of the term. GIF will seek help from the international community of geniuses to restore India’s pristine glory and make her a pace-setter in every walk of life.

 

We plan to hold an annual convention of geniuses to devise ways and means to make human life happy and comfortable. Our aim is to evolve a lifestyle which strikes a balance between materialistic prosperity and spiritual wealth.

 

4.         Seminars, Symposia and Conferences

 

The world we live in has been reduced to a global village on account of superfast means of transportation and telecommunication systems supported by revolving satellites. Earlier the geniuses or learners of one country could not travel to other parts of the world unless they were willing to be away from their work for months together. 

 

So the fruits of the invention or innovation of a country remained confined to its boundaries and the people sitting in distant parts of the world were deprived of their benefits. We can now see an explosion of knowledge on this globe made possible through satellites and globe-trotting scholars, geniuses and experts to participate in seminars, symposia and conferences.

 

GIF will endeavour to bring together at a platform replendent luminaries in different disciplines for exchange of views, discoveries, inventions and dialogues by organizing annual seminars, symposia and conferences. If necessary, it will also organize intensive workshops in a particular area for dissemination of information and for imparting practical skill in that area.

 

In consonance with the spirit of its declared objective to lead India to prosperity and human happiness, GIF will carefully prepare a calendar of events wherein internationally acclaimed personalities known for their unique achievements in different fields could be invited to participate and share their wisdom with their counterparts in India. Seminars, symposia, workshops and conferences in different sphere will become our regular feature.

 

5.                  Center for Creative Art, Culture, Recreation and Sports

 

No nation can progress unless its people are provided a change from the monotony of their work and are allowed access to means of recreation, entertainment, leisure, creative art and sports and games. If a young person who works in an office gets an opportunity to fill his leisure hours with a variety of events in the field of entertainment, recreation, games and sports, his capacity to work will increase manifold. 

 

We can build a golden India only when we have developed techniques to give freshness and relaxation to our people through  diversion of energies. GIF will also promote innovative ideas in art, recreation and games and sports. It will strive to create heroes in these areas too which are intimately linked with prosperity and happiness. As has already been stated cultural traditions of a country are a great legacy which need to be studied, researched and preserved. The center will organize workshops to disseminate information about the glorious traditions of the past and will acquaint the young people with our precious cultural heritage. Games and sports also occupy an important place in the life of a nation. 

 

The center will be helpful in identifying young and talented persons in sports and games and in imparting suitable training to them to help them to do better in Olympic games or in international competitions.

 

6.                  Pravartini Sajjan Shree Memorial Lecture

 

One of GIF’s objectives is to train and orient people in nonviolence and make them aware that the foundation of a glorious nation depends largely on the integrity and good moral character of its citizens. Pravartini Sajjan Shree was an eminent Jain Sadhvi (ascetic) who taught the young and the old to set good examples worthy of emulation by others. She was of the view that a nation could march forward and make rapid strides in all areas only when  the people wee polite, refined, disciplined and honest with high moral character. 

 

She inspired the youths to live a good life and was revered highly for her contribution to social excellence. GIF will organize an annual lecture in her memory by an eminent national or international pesonality who has left an indelible impression on people and won international fame on account of his work, rectitude and service or on account of his writings and inventions for human welfare. He will be invited to speak on any area relating to human happiness and success. The memorial lecture series will inspire people to achieve excellence in every field which ultimately benefits a nation.

 

7.                  Awards and Scholarships

 

Making India a strong, rich and great country is our long cherished dream. It is a challenging task for it involves the strenuous task of inspiring, awakening and encouraging all sections of our society to rise and shake off despair. In order to build a great nation, every one is required to work hard and contribute his mite to its progress. Awards are incentives to make people work hard. They not only give new vigour, strength and vivacity to receivers but also inspire others to follow their examples. Thus the number of achievers is likely to increase by means of these incentives. 

 

GIF has a plan to institute awards to honour achievers in various areas, viz. value-based literature considered effective in creating formative influences in society, environmental harmony, ecological security, sustainable economy and development, ahimsa, science as a means to mitigate human suffering and hardship, employment, religion, industry, public life, service, education, peace  etc. 

 

A complete plan and a brochure with the detailed procedure for nominations along with selection committees will be formulated under the aegis of this division of GIF soon. Besides GIF will also provide scholarships to both needy and outstanding students to enable them to prosecute higher studies and do research in different streams of knowledge.

 

8.                  Center for Rural Development and Poverty Elimination

 

More than seventy percent of Indian population lives in villages. Even after fifty years of our independence, most villagers still live below poverty line. More than sixty percent of them are illiterate.

As regards the number of educated among the rural folk, it may be even less than ten percent. A large number of villages are inaccessible as they are neither connected by road nor by railways. Of course, there has been considerable improvement in the situation during the last five decades but the lot of the rural folk has not improved much. 

 

There has virtually been little or no developmental work in rural areas as compared with what has been done for urbans. The helpless poor villagers remain unemployed and their life has become miserable. Most villages are without electricity and the problem of drinking water is becoming acute with every passing day. The cultivable land is shrinking rapidly. Utter lack of basic facilities such as health, education, sanitation and employment and apathetic and callous indifference of bureaucrats towards the villagers' just and urgent needs are responsible for their exodus to the cities.

 

 

It is being increasingly realized that non-governmental organizations (NGO’s) are in a better position to do constructive work in Indian villages and improve the quality of life of the rural folk.

 

GIF has a two-fold objective. On the one hand, it will utilize the experience and talent of the selected people who have an insight into the rural problems and are competent to evolve strategies and prepare feasible projects. On the other hand, it will adopt a cluster of villages as a model rural development project with the help of Government and overseas funding agencies. The main aim of this center is to raise the rural folk’s standard of living by training them to learn some economically useful indigenous trades, crafts and vocations and help them to become self-dependent. GIF will also create awareness among the rural people about the need to maintain ecological and environmental harmony and encourage them to retain their lifestyle rooted in simplicity.

 

9.                  GIF Council for Peace and International Amity

 

The world is passing through a critical period when the very survival of humanity is threatened by ever-increasing armed conflicts, ethnic and religious prejudices, nuclear weapons, abject poverty, population explosion, environment and ecological degradation and rapid degeneration of moral and spiritual values. When we think of the nuclear holocaust caused by the atom bombs that were dropped on Hiroshima and Nagasaki on August 6 and 9 in 1945 it gives us the shivers and we wish that never again should this ghastly spectacle be repeated.

 

Our country is known for its glorious tradition of nonviolence and its commitment to global peace.

This division of GOLDEN INDIA FOUNDATION will network with international and national NGOs who stand for peace through nonviolence and believe in international amity and will join national and international campaigns that address the issues and problems elucidated above. We believe in the unity of humanity and give a clarion call to all countries to develop the cult of peace and amity towards one another.

 

We will establish intimate and firm relations with United Nations, UNESCO, UN University for Peace, Costa Rica and other reputed peace organizations and will extend support to them in their efforts for building lasting peace on this globe. GIF will develop official relationship with UN and UNESCO and work in close cooperation. It will also work hard for national integration and communal harmony in our own country.

 

In essence, the Council for Peace and International Amity will popularize nonviolent methods to resolve conflicts between nations and will get peace and nonviolence kits prepared for the benefit of students and children.

PREFACE


            The India of my dreams is a country where there is no poverty and unemployment, no scarcity of essential commodities and water, where people are computer savvy and where Information Technology has led them to the path of progress and prosperity.

 

But dreams are only dreams unless they turn into reality. However, I am sure the glory of ancient India can be restored and it can once again become the Golden India which can provide leadership to the nations of the world. We can achieve this goal by a determined effort in the development and use of Information Technology taking a cue, where necessary, from the advanced countries of the West.

 

Framing of right type of policies, proper planning and meticulous implementation within a time frame and with a sense of purpose and dedication can help us achieve our dreams in the shortest possible time. To work for national causes, motivation always comes from a sense of nationalism and love for your country.

 

In the following chapters I have made suggestions for leading India to prosperity by making it an I.T. savvy country, by removing poverty and unemployment, rationalizing interest rate, strengthening our Defence Forces and solving the problem of chronic water scarcity in the country.

 

I hope there will be a free and fearless discussion among intellectuals, politicians, bureaucrats and others on these topics and we will implement the schemes without losing anytime. The Golden India Foundation is ready to undertake the implementation of various programmes free of charge in the service of the country and humanity at large.

Dr. P.C. Lunia - A Profile

Dr. P.C. Lunia, a profound thinker, prominent jeweller and renowned social worker, was born in Jaipur on April 13, 1943. His family originates from the erstwhile Multan State of India. One of his forefathers, Shri Dhingarmal Shah was the Prime Minister of the State of Multan. Some 150 years back the family moved first to Jaisalmer, then to Delhi and finally to Jaipur, the Pink City of India and were engaged in the business of Jewelley. Dr. P.C. Lunia is now a leading jeweller of Jaipur. He had the first and only jeweller's showroom at Lake Palace Hotel, Udaipur. His grandfather late Sh. Gulab Chand Lunia and father, late Shri K.C. Lunia were among the prominent jewellers of Jaipur.

 

In 1970, after his marriage, Dr. Lunia went on a world trip in connection with his business and chose to settle in America. since then he has been living there and giving new dimensions to his business of jewellery. he is a very innovative and dynamic figure in this field and by using information technology has expanded his business. he has gained expertise in precious stones like ruby, blue sapphire supplier, emerald, etc. his special achievement in this field was acknowledged as far back as 1973 when on march 22 in that year New York Times  and Palm Beach Daily News published a write-up on his work on their front pages under the heading 'Jaipur Jewel Collectors'.

 

Though he is settled in America, he visits India quite frequently. he has a deep sense of affinity with Jaipur where he has established Golden India Foundation, a non-profit social organization, for the sole purpose of bringing back the glorious days of ancient India and putting it on the road to prosperity and power so that it can once again play the role of a leader of nations. the foundation works as a think-tank and gives valuable and timely suggestions to the govt. of India through its various ministries regarding solutions to the major problems and issues the country is facing today. 

 

Quite a few of the plans and projects prepared by him have been adopted by he government in the ministry of finance and the country has benefited a great deal from them  and earned huge sums of foreign exchange. Golden India foundation is working relentlessly in search of ways to help the unemployed in India and till now if has not sought any financial assistance form any government agency.

 

Dr. Lunia believes that if we work hard and implement our plans sincerely, India will certainly once again become Golden India. To earn more foreign exchange, to root out unemployment and generate employment opportunities and work for the upliftment of the poor and weaker sections of the society, we have to take to Information Technology in a big way and lead the country to the path of development. Dr. Lunia was a member of TIE Group (The Indus Entrepreneurs) from SILICON valley, California (USA) which met the Prime Minister of India on January 13, 2000 in New Delhi and suggested ways and means for the greater development of software industry. 

 

Dr. Lunia brought out a souvenir "Amity" to mark the historic visit of U.S. President Bill Clinton to Jaipur on March 22-23, 2000. He has also tried to identify the areas in which the two great countries can co-operate and learn from each other and embark upon a joint venture to bestow prosperity and happiness on the people of both the countries.

 

Dr. Lunia contested the 1998 Parliamentary election from Jaipur and also from Lucknow against Shri Atal Bhiari Vajpai, though his intention was neither to win the election nor to achieve any political mileage. His sole aim was to draw the attention of the people and the political parties towards his plans and projects for the upliftment of the country. Dr. Lunia's election manifesto included among other things several proposals for the beautification of Jaipur, for example, making Jaipur the sister city of Paris, the beautification of main crossroads or crossings, conversion of Jaipur airport into an international one, etc. It is a matter of great pleasure to him that Rajasthan Government has already started working in this direction.

 

On march 4, 2000, the award of "international man of knowledge" was conferred upon Dr. Lunia by Shri Arun Jaitly, then minister for information and broadcasting, government of India, in New Delhi. Besides, several social organizations and institutions have felicitated and honoured him from time to time.

 

There is a religious dimension also to his personality. he was brought up in a family which gave him religious samskaras. his aunt (father's sister) Agam Jyoti Pravartini Sajjan Shri Ji Ma Sa has been a well-known and scholarly Sadhvi of Jain religion. she was publicly honoured in 1989 at Ramlila ground in Jaipur. his excellence, the governor of Rajasthan, Shri Sukhdev Prasad presented the festshrift Shramini published in her honour. Dr. Lunia himself has been actively engaged in the furtherance of religious causes. Recently, in a ten-day Anjalshalaka Murti Pratishthan Samaroh at Malpura,   Dr. Lunia presented a 25 Kg. precious ruby studded statue of revered Dadaguru Shri Jinkushal Suri Ji. he has also extended full support to religious programmes held at various places from time to time.

 

In order to propagate Indian wisdom and philosophy among common people, especially in foreign countries, Dr. Lunia has made available quite useful material on internet in the website "India Gyan.com" in 12000 interactive pages. It finds a prominent place in the five important portals on Alternative Health in the world. More useful material is being constantly fed into the website.

 

3.         Employment to millions of our countrymen


            we are all concerned for the poor and unemployed citizens of this country. How to eradicate poverty and unemployment ? Is there a way to solve this burning problem ? I have envisaged a project to help eradicate poverty from the land of India which is given below :

            having travelled the whole of India and more than 50 countries of the world during the last 26 years. I had the opportunity to see for myself different facts of life in our country as well as other industrially developed countries. While is developed nations an average person is earning more than Rs. 20,000/- per month in India the per capita miserably low resulting into millions of our countrymen living below the poverty line. A question came to my mind why it was so when god has given the same two hands and the same mental and physical capability to all the human beings. We are at per with people of any other country in the world but still the fact remains that our per capita income is among the lowest in the world.

            in my observation, the following are the reasons for this deplorable situation :

1.         Lack of a sense of nationalism.

2.         Lack of moral values in our society.

3.         Lack of initiative and a burning desire for improvement.

4.         Inadequate use of modern technology in industry and agriculture.

5.         Lack of proper training to individuals to doe their job in the best possible ways.

6.         Lack of sufficient funds.

To cure these basic maladies in the shortest possible time, say four years, an Aladdin's chirag has to be found so that our country’s per capital income can be doubled.

Modern technology can act as Aladdin's chirag at least to some extent in ways which can be elucidate in the following manner.

Extensive and intensive efforts should be made to impart training to train at least 50 million persons every year with the best knowledge available in the world in 1000 different fields of trades, industry and agriculture with the help of electronic media i.e. Satellite, video and TV. technology.

Merely providing a job or help by giving funds to a person will never relieve him from the curse of permanent poverty and unemployment, because such a person will lack proper initiative and viable technical eco-friendly know-how.

We cap certainly give highly remunerative job opportunities and business to more than 200 million of our countrymen within a period of 4 years. “co-operative movement” in the country should play a dominant role the creation and utilization of human resource of our country.

To fulfill this grand aim of eradication of poverty, the following action plan is proposed :

1.         Setting up of 1 million videos along with colour TVs all over the country from Panchayat to university levels. This vocational video training programme will be run after school hours in the same school buildings or any other available public or private buildings.

2.         Setting up a national TV. channel hook-up with satellite to be run 18 hours a day exclusively for this purpose (with 10 channels).

3.         Making of 100 video films on all possible jobs, trades, small industries, agriculture etc.

(a)        (i)        establishment of training centers at Panchayat or tehsil levels.

            (ii)       simultaneously, industries must be obliged to create training courses in their respective industries to provide technical training to 10% of their labour strength drawn from dependants and relatives of their own employees and provide them stipend of Rs. 250/- per month as a part of their social obligation. The trainees of such industries shall, however, be obliged not to claim forcible employment in the said industrial unit until and unless he or she is so needed for effective productive use by the unit. This specific restriction will allay fears harbored by industrial units of over-employment and loss of production per capita by the units in the interest of economic viability of any commercial/industrial activity.

(b)        employment, one million technically trained instructors for this purpose, giving them training in methods to instruct and teach through these videos, together with training in running, repairing and maintaining TV sets and video sets. These instructors will also be trained to spot proper talent and desire in the students and guide them to adopt vocations of their choice.

(c)        the instructors would be responsible for imparting practical training and where necessary would refer the trainees to bigger training centers to be established at district level. After completing of video and practical training, the instructors/supervisors would help the trained persons to embark upon a career, which may be self-employment, cooperative set up or a job.

(d)        the basic thrust of the programme will be to help the unemployed or semi employed to acquire a technical skill through which they would benefit financially through a job or self-employment.

(e)        creation of training centers and employment of instructors would immediately utilize the human resource of a growing number of unemployed engineers and other skilled personnel of our country.

4.         Publication programme of 200 newspapers and magazines on 1000 trades and industrial opportunities to bring continuous and up to date latest knowledge to all the interested people.

5.         Preparation of detailed video instructions manuals for each of these vocational training courses synchronized with videos for counter members. These video training courses will shorten the time required for getting practical training by 80% since their conscious and subconscious mind has been fully exposed from beginning to end to the latest technical know-how in their chosen vocation.

6.         Setting up of 1000 practical training centers for students, after they have finished their three months intensive training. This is very essential to provide them first hand practical training.

7.         (a)        setting up a national video channel like vividh-bharti which will broadcast the new national TV. programme in regional languages with lip synchronization simultaneously with TV. programmes, so that even a person sitting in a remote village of Bengal, Assam, Tamil nadu, Kerela etc. Can listen to the programme in his own mother tongue.

            (b)        all these vide cassettes will also be voice dubbed in all the major languages of India along with respective instruction manuals.

            (c)        such video programmes would be made interesting and exciting with the help of person like shri ramanand sagar and shri B. R. Chopra who have great command over producing such serials which could touch the core of the heart of a viewer. In fact, i have already talked to shri ramanand sagar about the project and he is ready to cooperate fully for this national cause. Thus, people all over India will be induced to watch and learn through TV and video programmes with full concentration and enthusiasm. This will help them to learn new skills to stand on their own feet.

4.         Plan for implementation of employment generation project.

The following plan has been envisaged for the implementation of  the forgoing project by golden Indian foundation :-

1.         Formation of implementation committee

            consisting of the following ministries :-

            (i)        ministry of unemployment & poverty alleviation.

            (ii)       ministry of human resources development.

            (iii)      ministry of labour.

            (iv)      ministry of urban development.

            (v)        ministry of agriculture.

            (vi)      ministry of finance.

1a.       Setting up of a website and internet chart room so that national and international experts in these fields can interact easily for the benefit of this project. (Rs. 10 lakh).

2.         Creation of a semi-autonomous body which will be entrusted with the task of implementation of this entire project (Rs. 10 lakh).

3.         Setting up and running of a central office in Delhi. (Rs. 1 crore)

4.         Creation of facilities for video-conferencing through internet (90 percent of the meeting and conferences will be held on the computer screen with the help of latest technology).  (Rs. 20 lakh)

5.         The whole project will be divided into two parts i.e.                          
(i)     agriculture and                             (ii)     others.

6.         Organising an international symposium of three days duration so that input for this project can be taken from leading experts of the world. (Rs. 50 lakh).

7.         Special meeting, seminars and competitions will be organized for 200 different trades and agricultural organizations so that they can be made a part of this development process. For example, jewellers associations, fruit growers association, barber's associations, CII organization etc. Will be asked to initiate national and international competitions in their respective fields so that the best possible talent in their field can be sorted out and identified and used in making up these videos. (Rs. 1 crore)

8.         Leasing of one satellite transponder so that we can start a 24 hour TV. channel immediately. (Rs. 2 crore).

9.         Starting of a national F. M. radio channel (Rs. 2 crore).

10.       Getting the help of 10 leading film producers in India like shri ramanand sagar and B. R. Chopra to make these video films. (Rs. 2 crore)

11.       Making of instruction videos where future instructors will be trained in operating, repairing, and maintenance of TV., videos and computer sets. (Rs. 1 crore)

12.       Organising international seminars of ngos through which we can get the help of national and international ngos for this purpose. (Rs. 50 lakh)

13.       Making of a complete professional project report with the help of m/s. Anderson and company and submitting the project report to various world agencies which can help materially and financially in this project. (Rs. 50 lakh)

14.       Setting up a translation centre, where original scripts will be translated in to all 16 major languages of India. (Rs. 50 lakh)

15.       Setting up an internet research center where 25 persons will be entrusted with the sole aim of getting best possible latest know-low from the internet on 1000 subjects. In the first phase we will start with 100 subjects and on each subject material running in at least 2000 pages will be collected. (Rs. 50 lakh)

25.       In the first phase, simple courses will be taken up where we do not require heavy machinery and equipment.

26.       Special emphasis will be given on agriculture and information technology.

27.       In the sector of information technology teaching rights for 100 software's will be obtained and some new software's will be developed on contract. Special emphasis will also be laid on teaching 100 different computer courses all over the country free of charge with a target of teaching 5 million students in the first year and special emphasis will be given to teaching them in such a way that they can get computer and software jobs immediately afterwards. Special crash courses on i.t. sector and command on English will be undertaken (Rs. 10 crore).

28.       An international committee of experts will be set up to be headed by Mr.. K. B. Chandrasekhar of exodus inc. To help implement this project. Mr. Bill gates of Microsoft may be requested to co-chair this committee. (Rs. 1 crore).

29.       Agriculture : India is a predominantly agriculture based economy. So a target will be set so that within three years an average Indian farmer could at least double his income and in the next three years he could double it again. In this way, in a period of six years an average Indian farmer's earning will grow 400 per cent.

30.       Action plan : exotic crops (those crops which are not grown in India and which are in high demand in western countries) of fruits, vegetables and others items will be grown in 20 per cent of the holdings of a farmer which can later on expanded to 70 per cent. A project report will be prepared on these 200 new exotic cash crops. (Rs. 5 crore).

31.       Best quality seeds for 200 exotic fruits, vegetables and other items will be imported and seeds generation farms will be opened all over the country (Rs. 2 crore).

32.       A special survey with the help of remote sensing satellite will be carried out in each zila according to their climate, water availability and soil conditions. (presently, there are about 3000 districts in India). A separate file will be maintained in each district (zila) with complete data. A central computer system will analyze these data's and will give out its input for future plantations. Agricultural cooperatives and agricultural universities will play a crucial role in this scheme.

                        the new seeds will be grown simultaneously in all these 3000 zila; to start with, 100 acres of land will be identified in each zila for this project. This scheme will bring down the cost of seeds and by eliminating the necessity for future import of the seeds. Indian conditions will always be kept in mind before deciding on these factors.

                        therefore, a total of 3,00,000 acres of land should immediately be put to use for producing these master seeds in the country. Out of the 200 varieties, seeds 100 varieties which are most successful will be distributed free of charge to all the neighboring farms along with video instructions to each Panchayat at village level. (Rs. 20 crore).

33.       A special cell for promoting these new products will be set up and middle and large Indian corporations and multinational corporations will be encouraged to be a part of this project. (Rs. 10 crore).

1. PROSPERITY THROUGH INFORMATION TECHNOLOGY.


In the past few years there has been an explosion in the field of knowledge and information technology. No country can hope to make progress without the use of information technology. India has already made a mark in this field, especially in the development of software. But in the fast changing scenario India has to make a massive effort to keep pace with the world.
 

 

India has a great potential in the area of software. We are already exporting our software to various countries but we can increase our software export to the tune of 50 billion dollars per year by the year 2000-2008. But it will need a straight forward and enthusiastic approach on our part.

 

To really meet this herculean task, the following suggestions can be of considerable help:

 

1.       By the year 2008, it industry will be contributing over rs. 2,00,000 crore to the much needed foreign exchange and gnp. As a rule of thumb, 25 percent of the gnp comes to the government in the form of various taxes. Therefore, the government will get an additional tax revenue of rs. 50,000 crore yearly.  

2.       It industry should immediately be given the basic infrastructural industry status because this will be the highest revenue earner at a very low cost to the government.  

3.      To sustain and increase the development of it industry in India at internet speed', it ministry should issue 10 years internet bonds for rs. 2000 crore.  

4.      To facilitate deep penetration of it at village level and especially in low-income groups and in the backward classes, 100,000 new pentium iii computers should be installed in schools in collaboration with ngos like rotary and lions clubs.

 

5.                  To be able to give latest it training of the highest quality, 26 new it universities should be opened (one for each state capital)

 

6.                  To facilitate general awareness and spread i.t. knowledge in the whole country, two new 24 hour it TV. channels should be started (one in Hindi and another in English)

 

7.                  Companies like earnest and young and makenzie should be engaged to make two separate feasibility project reports on how best possibly to achieve the target of 50 billion dollars annual export by the year 2008 and, if possible, to bring forward this target to the year 2005.

 

8.                  The government of India deserve congratulations for paving the way for early review of the progress of it industry towards the achievement of 8 years target but as we live in internet age, it is necessary to prepare and issue quarterly progress reports in this regard as per the international standard practice in this field.

 

9.                  As it is going to become the most important segment of our economy, the year 2003 should be declared as the it year to bring awareness of India's commitment to it industry in the international arena as well as to the people at the grass root level in India.

 

10.              It is suggested that the prime minister should make a trip to the following 5 cities in order to augment India's potential in the field of technology:

(i)        san jose (silicon valley)

(ii)       tel aviv (israel)

(iii)      geneva (switzerland-on the french side)

(iv)      new-york (silicon ally)

(v)        boston, u.s.a.

Seminars should also be arranged during his stay in these cities. This will persuade it entrepreneurs there to come to India and set up their it units here.

 

11.              50 new it parks should be developed all over India and it ministry should provide free earth stations and free t-3 connections for 5 years to all these parks (including other existing it parks in India.)

 

12.              To augment sense of nationalism among Indians and promote Hindi and other major regional languages, ministry of it should fund development of optical character reading (ocr) software in all these languages. This will encourage local talents in this sector in a big way.

 

13.              To facilitate new research in India ibm should be given a contract to put all patents and trade marks with complete details on the internet and on CD Rom. (the present author has spoken to the person in-charge of developing similar facility for us government where they have put 8 million us patents on the internet under www.ibm.com/patents. They have informed him that they will do this job for India only for one and half million dollars and this server will be based in new delhi).

 

14.       100 major books on computer softwares should be published in India in hindi and other major local languages and should be sold at a highly subsidised rates, so that even a poor student can benefit from this knowledge. We should learn from Geeta press gorakhpur and B. Jain publishes as to how they are able to publish books at such a low cost.

 

15.       1000 software's should be selected from international market and their rights should be purchased for India and these software should be made available at a bare cost of Rs. 100/- each and ministry of it should provide funds for the development of basic software's which are important to the nation.

 

16.       Ministry of it should take up the task and make CD Rom of all land and building records in India and also put them on the internet.

 

17.       Details of all cities and villages should be put on CD Rom. A similar CD Rom is already available for u.s.a.

 

18.       A CD Rom should be made with id card details of each citizen of India. This would be helpful to government agencies. They would be able to check and stop issuance of fake and duplicate passports and ration cards in the country.

 

19.       A vast internet set up with fire walls should be created in all central ministries in new delhi. This will keep inter-ministerial communication and dialogue instant and secured.

 

20.       Except for software, the complete it field should have the uniform custom-import duty of 10 per cent to facilitate the vast development of it industry in India.

 

21.       Ministry of it should institute prizes and medals on national and state levels for the best software developers.

 

                 The implementation of the above programme is not possible without the joint effort of various bodies and individuals. But the government of India should take the initiative and seek, assistance at various levels from different agencies and ngos. The golden India foundation will be willing to extend a hand of friendship and cooperation in implementing free of charge all the 21 projects which are of utmost national importance. Generating 100 million new jobs through tourism.


Sir,

 

Tourism is one of the major industries in the world. Scores of countries base their economy upon it. Even in India, it is the second largest foreign exchange earner (Rs.11,000 crores a year). We propose to set up a new goal of attracting at least 10 million tourists to India within 5 years, so that we can earn at least 50,000 crores of rupees as foreign exchange every year from them. To be able to achieve this gigantic project, I make the following simple but powerful suggestions :

 

1.    Tourism, including hotels should be declared as tax free export processing zone (actually this industry is much better than all other industries, except software, as foreign exchange outflow is very negligible as compared to the inflow of foreign exchange. Thus any hotel anywhere in India will come under the purview of export processing zone itself.

 

2.    All imports related to Tourism industry like hotels, luxury cars etc. should be made duty free. It should be exempted from custom and excise duties also. The same has already done for units set up in the Export Processing Zones.

 

3.    At present the charges of Indian hotels are higher than those of many other hotels in the world. This is a big hurdle for tourists visiting India. Now with this scheme, thousands of new hotels will be built and  hotel charges will automatically come down and induce the tourists to visit India in larger numbers.

 

4.    30,000 suitable plots of land  all over India should be earmarked for the development of hotels and resorts for tourism industry and a nominal rate (Re. 1/- per square metre) should be charged from the entrepreneurs. Emphasis should be given to eco-tourism (ecological friendly tourism). These hotels could be built as a joint venture or on B.O.T. basis. It would be better if a tourism development fund is set up to bridge "critical infrastructural gaps." 

 

These hotels should be thrown open to the private sector (Indian as well as foreign entrepreneurs) and totally exempted from the environmental laws. Each new hotel room constructed should be obliged to plant and take care of at least 200 new Neem trees to help in controlling pollution and giving completely non-toxic and biodegraded pesticides to Indian farmers.

 

5.    Starting of special taxi/bus/train and air sevas for tourists :

       Special sevas should be started from the major metropolitan cities and these should be connected with all the historic places. Through this, we can provide good services to our guests. They can see entire India in one go. In this regard GIF is of the view that necessary assistance can be taken from Ministries of Tourism, Railways, Surface Transport and Civil Aviation. Services of important functionaries of eminent travel agencies/hotels/tourism departments of Central and State Governments can also be taken in this regard to make these sevas successful. In addition to the above efforts, all the important pilgrim centres should be aconnected with these sevas. Special trips should be organised on festival season. There should  be a proper coordination among Central and State Governments, public sector undertakings and the private sector. Programmes of  seeing monuments, various art forms, handicrafts, folk dances, traditional fairs and cuisines should also be included in these sevorsfor the preservation and enrichment of India's culture and heritage. It would be better if we have the participation of Panchayat's, NGOs, local bodies etc. to achieve a wider spread of tourist facilities. It would not only reduce the regional imbalance but also improve the social and economic standards of rural masses.

 

6.    Status of Industry to Tourism :

       Tourism should be given the status of industry and all facilities and concessions provided to other industries should be provided to this industry also for its survival and development. For this, it is suggested that a separate board should be constituted under the Ministry of Tourism which should be headed by a senior level officer of the  Government of India. There should be four other members on the Board selected or nominated by the different sectors of Tourism industry. This Tourism Promotion Board would prepare policies and programmes for the promotion of tourism and provide necessary assistance and advice in the development of the industry. The Board would also provide all types of facilities to our foreign guests i.e. centralised money changes, bus-rail-car-air facilities and hotel reservation, state tourism counters and tourist guides.

Separate Legislation for Tourism :

       A separate legislation for the development of tourism should also be brought out with the aim of ensuring social, cultural and environmental sustainability of tourism development and protecting the tourists in the country. Similarly, a regulatory institutional mechanism would be envisaged in the legislation to deal with the complaints of foreign guests firmly and provide them with all types of security. Any type of insecurity would not only mar the interests of the industry but also defame the image of our great country. We should take precautionary measures for preventing these types of misshapenness.

 

8.    Centres for Yoga and Naturopathy for Tourists :

       It will be in the interest of the industry if a number of  yoga and naturopathy centers are set up for  tourists. These centres should be built up in the Himalayan surroundings which are known for  peace, devotion and sacrifice. We have a glorious past and we are all proud of our cultural heritage embedded in the teachings of ancient seers, Rishis and wise persons. The two great apostles of peace and non-violence, viz., Lord Mahavira and Lord Buddha were born here. Our sacred lore is replete with innumerable incidents and anecdotes relating to self-illumined and enlightened sages and other holy persons. 

 

It is on account of our common spiritual and moral values marking our unity in diversity that our cultural heritage is intact despite foreign invasions from time to time. In short, India was not only the spiritual Guru for other nations, she was also a model nation as regards economic prosperity and development. Our ancient legacy in all areas is singularly unique and peerless.


New Tourism Policy :

The draft Tourism Policy announced by the Government of India on June 26,  1998 is a right step in the right direction and I hope that under dynamic leadership the industry would get some relief. Presently,  South East Asia's economic crisis and political instability within the country has led to a collapse in the number of tourist arrivals to India. 

 

The meagre growth rate of 1.4 per cent after June 1998 has sent shock ways throughout the tourism industry. For the first time ever, the industry experienced such a poor growth of 1.4 per cent in tourist arrivals. It was 7.7 per cent in 1996 and  3.8 per cent in 1997. Keeping in view the present scenario, we do not think that the growth in tourist arrivals at the end of the current  year would be more than 2.5 per cent. We urge the Government of India,  especially the Tourism Minister to give some more concessions to the tourism industry so that it would be able to cross the target fixed for it and earn more foreign exchange for the country, which is the need of the hour.


Employment Generation Through Tourism

       The problem of unemployment is the main problem in India. More than 20 million youths are under the grip of this problem. Government of India has made several programmes to solve it but has not got any success so far because of lack of initiative and implementation of the employment schemes. The Planning Commission of India, under the chairmanship of Prime Minister of India, has been working day in and day out to solve this chronic problem. Several employment schemes e.g. Prime Minister Rozgar Yojna, Antodaya Programme, Food for Labour, Jawahar Rozgar Yojna, Mahila Samridhi Yojna and other schemes are under the purview of Central and State Governments but have yielded no significant results. 

 

There is a long queue before the Employment Exchanges, Employment Bureau, Placement Service Centres and other areas for getting suitable jobs. To complete  this gigantic task, GIF proposes to utilise the services of the unemployed youth by providing suitable training in the field of tourism through the following method :

 

I)    Setting up of reception committees at each  International airport :

       GIF is of the view that to increase the percentage of tourists in India, there is a need to setup Reception Committees at every ional airport of India. The members of the Reception Committee will organise "Welcome Function with Tilak Ceremony", Folk dances, Welcome Songs etc. the honour of our guests (the tourists) by following the ancient tradition and cultural practices  of India. Each and every tourist would be garlanded by the members of the Reception Committee. This reception committee should be headed by a Protocol Officer. Through this, we will be able to provide employment to thousands of unemployed youths in the country. This type of reception is given to tourists in HAWAII.


II)   Appointment of Guides/Instructors :

       GIF is of the view that to provide suitable facility to our guests (the tourists), appointment of Guides/Instructors is every essential. The services of these Guides would be utilised keeping in view the will of tourists. These Guides would be well conversant with all the historic places, famous buildings, important fountains etc. situated in the concerned area and provide useful information to the tourists as and when required. To train these guides, GIF would appoint some Instructors. These Instructors would provide necessary trainings to the Guides. For this purpose, GIF would set up about 1000 practical training centres all over the country. 

 

These centres would provide three months intensive training courses to the Guides. In addition to these, GIF would prepare video training course for the benefit of Guides who are working in rural and remote areas of the country. Through this method, we can not only improve our cordial relations with tourists but also provide employment to 1 million unemployed youths in a year.

MANAGEMENT AND IMPLEMENTATION

       The whole project would be run by a Consortium of Government agencies, big business houses, trade unions, Non-Government Organisations (NGOs) like Rotary Club, Red Cross etc. to get best possible management available in India for its smooth operation. It will be made a part of the existing Rs.4500/- crores per year Jawahar Rozgar Yojna, so no new funding would be required.


Voluntary Service

          GIF humbly offers  its services free of cost to implement this entire programme within a time frame of 180 days from the date of acceptance of this project including setting up of infrastructure. It will cost us less than Rs.500/- per person and provide jobs to near about 50 million persons every year after they have got  essential training in the field.


7.  Magic formula

 

It is really appreciable to know how the government brought down inflation rate in India while at the same time our g.n.p. is increasing at a robust speed. But our interest rate needs to be rationalized.

 

            May I humbly suggest a magic formula of interest rate which has proved to be one hundred per cent successful in:

 

·  USA for the last 100 years

·  Japan for the last 50 years

·  Germany for the last 50 years.

 

And it has turned them into the biggest and best economies in the world.

 

The formula is very simple, interest rate is to be kept below 6% per annum, preferably 4%

 

E.c.c. has realized the extraordinary benefit of this miracle, and even chronic inflation prone economies of Italy & Spain have tremendously benefited form it. They have been very successful in bringing down inflation & giving a new boost to the economy just by greatly reducing their interest rate

 

Mainstream economies favour a high interest rate to keep inflation in check, but in practice it gives just the opposite results. High interest rate directly increases inflation & stifles industry & business.

 

And most importantly, it directly increases interest burden in our central govt. Budget and this has become the single biggest expenditure in our budget which affects crucial departments like defense, health & education.

 

The above suggestion needs to be examined carefully and the government should be bold enough to implement it in the coming budget.

 

The central key to the success of American economy is having a very low interest rate for the last 100 years. Seeing is believing; forget. The old theoretical economic thinking.

 

If need be, the golden India foundation will be willing to conduct all necessary research in this matter free of cost.

 

I wish India to play the role of a world leader in the new millennium it is the largest democracy in the world and now we have to make it the strongest democracy so that it can regain the title of visva guru.  


 

SOLVING WATER PROBLEM IN INDIA

 

A few years back over 10 lakh people migrated from Barmer & Jaisalmer districts of Rajasthan because of water shortage and over 10 lakh cows and sheeps died.  

 

            It is most strange that the people may be suffering and dying but our politicians and news media keep busy talking about cricket scandals. It is just like when Rome was burning Nero was playing flute.  

 

I strongly urge the central government and members of parliament to refocus national attention on such basic needs like water. In all the civilized countries getting pure drinking water is treated as a fundamental right of the citizen and it is the duty of the government to ensure that each citizen gets adequate water supply. But in India after 50 years of independence more than a million cows had to die and the next in line will be human beings. Does such a democratic government has a right to function for a single more day?

 

 

Therefore I make an appeal to all politicians, mps & government agencies to forget the political and bureaucratic differences and in fights and join together to arrive at a permanent solution to acute water problem once forever.

 

I suggest that the scheme of "garland canal" which was given to our first prime minister pt. Nehru by dastur consultants of Bombay should be revived. It suggested that all the major rivers of the country should be joined together, so that the problems of drought, flood and shortage of food grains can be solved once for ever.

 

To solve the present crisis, as a first step, the government should immediately allocate Rs. 2000 crore for making traditional sources of water storage more effective like deepening of lakes, water reservoirs, canals and construction of new water storage, lakes, etc. 

 


Getting NRI's  Investment in  India - Hurdles  and  Solutions.

          India's civilisation is one of the most ancient civilisations  in  the world. We have a rich heritage.  The Indians who went abroad carry have a part of that heritage with them and they are the cultural ambassadors of India in those countries.  They have great love and affection for their motherland.  They went especially to America  with  not much  in  their  pockets.  But within a few years, they made huge sums of money   and earned name and prosperity.  

They would love to share it with their brothers and sisters in India. In fact, they are doing something of the kind at present also but there are some small hurdles which are impeding the inflow of wealth to India.  I humbly suggest the following measures to tackle  this problem  and bring better understanding and harmony  between  Indians and Non-  Resident Indians ( NRIs) . I would like to suggest a plan whereby  the Government  of India will earn  an additional ten thousand crores of rupees in foreign  exchange from  this project.  As in  any  business, we need to invest some part of income just like any other   investment where the income is certain to be  many  times more.

 

Suggestions:

 

1.    Visa facilities: Total visa charges  for those coming to India should be abolished   and 90  days'  tourist visa should be granted on arrival  free of charge to them.

 

2.    Custom Duty ceiling on NRIs  should be increased to Rs.  2 lakh  (tax free) and 5 per cent Custom Duty should be charged over and above Rs. 2 lakh.

 

3.       Landing charges on  all  foreign airlines as well as Air India should be abolished so  that they can be induced to bring in many more flights and tourists to India.

 

4.    Each NRI  or foreign  tourist visiting this land of rich  ancient culture should be welcomed by a garland and a Tilak  Ceremony  at all  the major airports of India.

 

5.    FERA  provisions should be totally  lifted  on NRIS. It is a very  annoying hurdle.

 

6.       Bureaucracy: India has a very fine tradition  of public servants. They are doing a great job in serving this great nation.  I really appreciate their far-sightedness and straight-forwardness.

 

       But the evil of mental  slavery  has not been  totally eradicated  and that's why even  after 50  years  of our independence, we are facing bureaucratic red-tapism  and hurdles.  I  appeal  to all  bureaucrats to free themselves once for all  from  the  lingering influence  of imperialism  and rules & regulations and laws which  are impeding our economic development.

 

       A National Commission, comprising leading industrialists, businessmen  and NRIs should be set up  to suggest the changes in  our laws for the betterment of our economic situation. I also appeal to the Prime Minister of India to consider this project immediately  and take a decision  as early as possible so that we can start earning much  needed additional foreign  exchange of Rs.  10,000/-  crores  every year.

 

7.    To help reduce corruption and bribery in Indian politics, I strongly recommend the creation of a pool of Rs. 500 crores to be distributed to all political parties on the basis of the percentage of votes received by them in the General Election.

 

         I may mention here that NRIs are interested in investing their money in tourism industry (especially in building of hotels, etc.), electronics, computer-software, mines and minerals, power, exploration of oil, insurance, television and other important sectors. They are ready to transfer appropriate business technology and professional expertise to India so that this country can become a global economic power of the world.

 

TOURISM:

 

Tourism is one of the major industries in the world. Scores of countries base their economy upon it. Even in India, it is the second largest foreign exchange earner (Rs. 11,000 crores a year). We propose to set up a new goal of attracting at least 10 million tourists to India within 5 years, so that we can earn at least 50,000 crores of rupees as foreign exchange every year from them. To be able to achieve this gigantic project, I make the following simple but powerful suggestions :

 

1.       Tourism, including hotels should be declared as tax free export processing zone (actually this industry is much better than all other industries, except software, as foreign exchange outflow is very negligible as compared to the inflow of foreign exchange). Thus any hotel anywhere in India will come under the purview of export processing zone itself.

 

2.    All imports related to Tourism industry like hotels, luxury cars etc. should be made duty free. It should be exempted from custom and excise duties also. The same has already done for units set up in the Export Processing Zones.

 

3.    At present the charges of Indian hotels are higher than those of many other hotels in the world. This is a big hurdle for tourists visiting India. Now with this scheme, thousands of new hotels will be built and  hotel charges will automatically come down and induce the tourists to visit India in larger numbers.

 

4.    30,000 suitable plots of land  all over India should be earmarked for the development of hotels and resorts for tourism industry and a nominal rate (Re. 1/- per square metre) should be charged from the entrepreneurs. Emphasis should be given to eco-tourism (ecological friendly tourism). These hotels could be built as a joint venture or on B.O.T. basis. It would be better if a tourism development fund is set up to bridge "critical infrastructural gaps." 

 

These hotels should be thrown open to the private sector (Indian as well as foreign entrepreneurs) and totally exempted from the environmental laws. Each new hotel room constructed should be obliged to plant and take care of at least 200 new neem trees to help in controlling pollution and giving completely non-toxic and biodegraded pesticides to Indian farmers.

 

5.       Starting of special taxi/bus/train and air sevas for tourists:

       Special sevas should be started from the major metropolitan cities and these should be connected with all the historic places. Through this, we can provide good services to our guests. They can see entire India in one go. In this regard GIF is of the view that necessary assistance can be taken from Ministries of Tourism, Railways, Surface Transport and Civil Aviation. Services of important functionaries of eminent travel agencies/hotels/tourism departments of Central and State Governments can also be taken in this regard to make these sevas successful. 

 

In addition to the above efforts, all the important pilgrim centers should be a connected with these sevas. Special trips should be organised on festival season. There should  be a proper coordination among Central and State Governments, public sector undertakings and the private sector. Programmes of  seeing monuments, various art forms, handicrafts, folk dances, traditional fairs and cuisines should also be included in these sevas for the preservation and enrichment of India's culture and heritage. It would be better if we have the participation of panchayats, NGOs, local bodies etc. to achieve a wider spread of tourist facilities. It would not only reduce the regional imbalance but also improve the social and economic standards of rural masses.

 

6.    Status of Industry to Tourism :

       Tourism should be given the status of industry and all facilities and concessions provided to other industries should be provided to this industry also for its survival and development. For this, it is suggested that a separate board should be constituted under the Ministry of Tourism which should be headed by a senior level officer of the Government of India. There should be four other members on the Board selected or nominated by the different sectors of Tourism industry. This Tourism Promotion Board would prepare policies and programmes for the promotion of tourism and provide necessary assistance and advice in the development of the industry. The Board would also provide all types of facilities to our foreign guests i.e. centralised money changes, bus-rail-car-air facilities and hotel reservation, state tourism counters and tourist guides.

 

7.       Separate Legislation for Tourism :

       A separate legislation for the development of tourism should also be introduced brought out with the aim of ensuring social, cultural and environmental sustainability of tourism development and protecting the tourists in the country. Similarly, a regulatory institutional mechanism would be envisaged in the legislation to deal with the complaints of foreign guests firmly and provide them with all types of security. Any type of insecurity would not only mar the interests of the industry but also defame the image of our great country. We should take precautionary measures for preventing these types of mishappenings.

 

8.       Centres for Yoga and Naturopathy for Tourists :

       It will be in the interest of the industry if a number of yoga and naturopathy centers are set up for tourists. These centres should be built up in the Himalayan surroundings which are known for peace, devotion and sacrifice. We have a glorious past and we are all proud of our cultural heritage embedded in the teachings of ancient seers, rishis and wise persons. The two great apostles of peace and non-violence, viz., Lord Mahavira and Lord Buddha were born here. 

 

Our sacred lore is replete with innumerable incidents and anecdotes relating to self-illumined and enlightened sages and other holy persons. It is on account of our common spiritual and moral values marking our unity in diversity that our cultural heritage is intact despite foreign invasions from time to time. In short, India was not only the spiritual Guru for other nations, she was also a model nation as regards economic prosperity and development. Our ancient legacy in all areas is singularly unique and peerless.

5.            Transforming indian armed forces

 

 

 Recently the ministry of defence, govt. Of india has shown some foresight, determination and practical approach in strengthening, streamlining and upgrading indian armed forces for the new challenges faced by india in the 21st century.

 

The golden india foundation suggests the following 14 - point programme which can transform indian armed forces into the best armed forces of the world. We should not be content with being third or fourth in rank as we are the largest democracy in the world. Therefore, india should have the best armed forces of the world to defend our borders internally as well as externally.

 

1.         We should immediately engage the services of a company like sap or baan which will make computer softwares and hardwares through which resource management and personnel management of the armed forces will be computerized including the flow of manpower and material to any destination which will enable commanders and the defence minister to operate and instruct the whole system simply from their  lap top. 

 

           The bar coding and satellite communication systems will be used in such a way that commanders are able to pinpoint any of their tanks, planes or supply vehicles and give direct instructions as to what to do next.

          

         This system was very successfully used by boeing aircraft company and it reduces their time to manufacture an aircraft by 25 per cent. Through the system, the efficiency of the whole armed forces will improve tremendously. (total cost : Rs. 500 crore).

 

2.         Interactive cd rom and internet based training programme should be launched for imparting knowledge and training in 500 different technical and modern warfare training in 500 different technical and modern warfare technologies, for example (i) virtual warfare antitank missiles, (ii) antiaircraft missiles, (iii) shoulder mounted missiles, (iv) night vision technology, (v) satellite based defence system, (vi) laser beam technology (vii) ware at high attitude, (viii) anti submarine and ship warfare, (ix) safeguarding indian forces from chemical weapons attack etc. Special smart laser guided beam technology should be developed so that our air force can increase its efficiency manifold.

          

          At least one million soldiers in air force, navy and army should be fully trained under this scheme within 2 yeaRs. (total cost : Rs. 5000 crore).

 

3.         Special remote sensing should be put in orbit exclusively for indian armed forces with latest optical laser and infrared technology which can pinpoint even a singe movement of any soldier, vehicle, aircraft, submarine, ship around indian bordeRs. the latest technology exists in this field and our indian scientists are capable enough to utilize it. What we need is the political will and swift financial decision (total cost : Rs. 1000/- crore).

4.         During the hijack of indian airlines flight no. 851, it was the u.s. intelligence capabilities through which we were able to know about the telephone conversation between the hijackers and their bombay agent. Taking a lesson form this incident, we propose that indian armed forces should have a crystal palace similar to, but much more advanced than its u.n. counterpart which is situated at west virginia, u.s.a. our crystal palace will be named as "chanakya crystal palace"

 

          This crystal palace will have the capability to monitor any telephone call which is mobile based or land-line based or which is interrupted. It will have a computer which will be automatically activated and monitor each and every call. This crystal palace is of utmost urgency keeping in view the unprecedented military and terrorist threat faced by india now-a-days. (total cost : Rs. 500 crore).  

5.         26 officers' training colleges of university level should be set up in state capitals with the most modern facilities which will impart the best possible training to cadets in all fields. (total cost Rs. 500 crore).  

6.            Purchasing and setting up of 1,00,000 new latest computers for our armed forces will enable them to get training in the above mentioned technologies with the help of newly custom made softwares in the above mentioned 500 fields. (total cost : Rs. 500 crore)  

7.         To build up awareness for participation and cooperation of civilian population with the armed forces, special armed forces exhibitions, symposia, conferences should be held regularly at 3000 tehsil headquarteRs. Able armed personnel should be honoured and given prizes in these functions. 

 

          This is the most important aspect of the new policy because money and high-technology weapons alone cannot win a war as it was amply demonstrated during the Vietnam war and also during the crisis in Iran during the shah Pahalvi period where Iran's armed forces equipped with most sophisticated American weapons were defeated by unarmed or very lightly armed followers of Khumeni. (total cost : Rs. 200 crore).  

8.         To optimize utilization of our national funds, we suggest total or 100 per cent transparency in all the purchases by armed forces above Rs. 10,000. A new national paper  should be started similar to the paper which is being run by the u.s. government namely 'u.s. business daily news' about all the purchases and sales. 

 

           The government will be able to buy and sell things at a much cheaper price because of the fair competition which will be generated thought this newspaper which will be published on the internet also. A reverse auction programme should also be installed where a purchasing agency will float the enquiry and all the prospective sellers can openly bid for it internationally. (total cost : Rs. 5 crore).

 

9.         All the bureaucratic hurdles and red tapism in the armed forces should be removed with a view to utilizing and profiting from unleashing of this new free market policy. (total cost : Rs. Crore)

 

10.       All the firms and tenders should be readily available on the internet for any purchase and sale by armed forces.

 

11.       To get the maximum benefit from the national security council, its meetings should be held at least once in a month and should be mandatory.

 

12.       To bring greater coordination and harmony between the different ethnical groups in the armed forces, a national harmony council should be set up which will find and devise ways to bring complete national ethnical harmony in the armed forces where each segment will understand and cooperate with the other segment. For instance, Bengalis with Punjabis or Tamilians. (total cost : Rs. 50 crore).

 

13.       A national/international panel of experts should be set up to advise armed forces on how best to implement all the above mentioned points in the new policy. (total cost : Rs. 50 crore).

 

14.       Special emphasis should be laid on promoting a sense of nationalism in our armed forces because this is the only definite factor which can tilt the balance during a war and decide between victory and defeat. We should learn lessons in this respect from the behaviour of American and Japanese armed forces during the second world war which was in sharp contrast to the behaviour of south Vietnam and north Vietnam forces.

 

           In addition, we should reserve Rs. 45 crore for other miscellaneous expenses. The entire scheme is of utmost national importance, so a budgetary provision of Rs. 8000/- crore should be made for it for the next 2 yeaRs.

          

         The basic target of our scheme is to show that, in reality, indian armed forces are twice the number of u.s. armed forces so our defence capabilities should supersede those of u.s. as our scientists and defence personnel are second to none.

 

6.         Pio cards

            the bold initiative taken by ministry of home affairs in issuing pio cards is apparently praise-worthy. But as per media reports, the whole purpose of this scheme has been defeated as only a few persons out of over 20 million nris have applied for it and fewer pios actually got these cards (copy enclosed).

            

            The reason for the total failure of this scheme is the high fee of $ 1,000 that the ministry has imposed on issuing of these cards. If and when these NRIs come to india, they bring their hard earned foreign exchange with them and spend it here. What is the loss to our country ? Why does the home ministry have to charge this extraordinary fee of $ 1,000 from pios? These are some of the questions which need thorough examination and consideration by the ministry.  

 

          To make this scheme popular and derive all the benefits from if, the golden india foundation is of the view that we should charge only $ 100 for issuing of these cards. The reduction in the fee will pave the way for a flood of applications for these cards and the fee thus collected will be much more than the actual expenditure incurred by the government in this respect. Our field research has shown that at least 1 million nris will benefit from this scheme in the first year, thus, in actual terms the ministry of home affairs will get 10 million dollars in a year instead of the present 1 million dollaRs.

 

            India has a great potential and can become a major tourist destination but the bureaucratic hurdle in applying for and obtaining a visa does not allow our country to benefit from tourist dollars.

 

            The golden India foundation is of the view that the ministry of home affairs should immediately waive visa requirement and give visa on arrival to the tourist for 90 days from selected countries like north America, Europe and Japan.

 

            This single act by the ministry will result in at least 10 percent increase in the flow of foreign tourists to india. The government of india will get an additional Rs. 1,000 crore as foreign exchange (the money these tourists will spend in india). This proposal has already been forwarded by the ministry of tourism but has been held up at the ministry of home affairs due to red tapism and involvement of bureaucracy in the matter. 

   

          We think the logic given by them is 'national security' which, in reality, has nothing to do with it. Even a communist country like china issues tourist visas on arrival at hong kong airport. 

 

           To safeguard our national interest, the foundation is of the view that an internet infrastructure should be set up at major international airports and it should be connected with intelligence agencies and interpol on line, so that even if some one has committed a crime a few hours ago he can be booked immediately at the airport while the present system cannot detect them at all as the visas are issued to them several months in advance.

 

POLITICAL STABILITY IN INDIA

 

            India is the largest democratic country of the world with a vast population of about 100 crores. The growth of a sense of nationalism in India led to the independence of the country in 1947 and we celebrated 50 years of our independence with pride and honour. Unfortunately, the practical scenario in the country is not sound today. 

 

Of late, we have seen about seven Governments in the last 9 years at the Centre though the Constitution of India provides for a five-year term for the Parliament and the Government. The same situation prevails in the states as well where the people sleep with one Government in office and rise with another Government in office. This unstable situation in politics in India has caused immense damage to our economy. 

 

Consequently, we are going backward in social, political and economic fields. The people of India are the worst affected lot for whose benefit and welfare all such provisions and systems have been evolved by the founding fathers of our nation. The Constitution of India is a vast and model Constitution and it ensures and guarantees the welfare of the people of India and is dedicated them. Unfortunately, the system of governance, that is, the Parliamentary form of Government does not seem to be working well. 

 

It is the need of the hour to ponder over it and evolve a better, effective and workable system of governance ensuring political stability in the country. A thorough study of the system of governance in the other nations of the world to learn from their experience in running the government is very crucial at the present stage. 

 

The Presidential from of government as prevails in the United States of America and other western countries is a better option and can provide a solution to the problem of political instability in our country. In the above system the executive power shall vest in the President of the country who shall hold his office for a term of 5 years and together with the Vice President chosen for the same term shall be elected in a direct election. 

 

The President shall have the powers to nominate or appoint Ambassadors, Ministers, Consuls, Judges of the Supreme Court and other senior officials of the country.

 

The President, the Vice President and all civil officers shall be removed from office on impeachment, conviction of treason, bribery, or other high crimes and misdemeanors. This system will certainly strengthen the position of the President and would provide a stable form of governance where the executive could act without fear and favour and would be out of the clutches of unscrupulous, power hungry and petty politicians who always try to control or sabotage a government to suit their own interest taking advantage of their numbers in the Lok Sabha where a majority support, number wise, to from a government is essential. The above system has been tested for decades in the United States of America and other western countries and hopefully would bear fruit in India too and provide economic security and stability.

 

When the 12th Lok Sabha (Parliamentary) Elections were held no party was in a position to form its own Government. They had to depend on other national as well as regional parties in this regards. The BJP led coalition had twelve regional parties whereas Congress and National Front had their own combinations. Every party was trying to persuade independent Members of Parliament to support it.

 

The people's mandate clearly showed that they wanted, a "National Government" of all parties without any division on the basis of secular and non-secular ones with a programme for giving top priority to the development of the country. People are fed up with the way the political parties quite often discuss and debate the usual communal issues not so much for finding a solution to them, but to reap the maximum political benefit. 

 

It was crystal clear that neither the BJP nor the Congress (I)-UF combine was capable of running a Government for the full term of five years. In such a situation all parties should have come forward to share power in a "National Government" in proportion to their strength in Parliament and make the country attain progress and prosperity. Fortunately, we had a President then who was not afraid of setting a precedent. He was the first President in the country to cast his vote in an election. 

 

Therefore, Mr. Narayanan could have invoked, Article 86(2) of the Constitution and sent a  message to the Lok Sabha, calling upon the House to elect a leader by a majority vote. Both the BJP and the Congress (I) could nominate their candidate for the leadership. The person so elected would then have been invited by the President to form the Government. The Supreme Court had already set a precedent in dealing with the UP imbroglio.

 

During that period of uncertainly, owing to a Hung Parliament, Indian corporate sector was nervous that India was in for another round of political instability. In the stock markets, the indices were see-sawing on the possibility of a BJP-led formation coming to power. But overall sentiment remained subdued because the prospects were only for a loosely cobbled coalition-BJP or Congress-led. 

 

For an industry still recovering from two short term governments, the fear naturally was that this could happen yet again; that political instability world only add to the current reversionary blues. After three years of seven per cent real GDP growth, the Indian economy was slowing down to five per cent that year. Industrial growth remained sluggish at 4.7 to 5 per cent. Agriculture was expected to decline by two per cent. 

 

Stock markets remained depressed, banks were flush with funds but credit to industry was low. The investor's confidence had been shaken. Investors of late had been postponing major investments in new projects or in expanding existing ones. The result was a weakening of growth impulses across the board in industry which should have been immediately reversed. 

 

The corporate were also looking to the new government to invest in infrastructure. The fear of Indian industrialists was precisely on this score, more so because both contending political formations had to rely on a motley crowd of independents or small regional parties. A BJP led formation included 16 allies at that time while a Congress led one comprised 18 partners. In spite of the preparation of an agenda by the ruling formation, the fact remained that at least five year's term would be necessary to implement such an agenda, the outlook for which seemed bleak in a hung parliamentary situation.

 

Under such circumstance the various parties in the Parliament must evolve a common "maximum" programme, sinking all political and ideological differences. In addition to this, the Anti-Defection Law needs close scrutiny and fresh enactment to stop shifting of loyalties for personal gain after the verdict of the electorate, which causes greater instability. 

 

There should be a law to call an elected Member of Parliament back by the electorate if considered unsuitable. In the absence of a suitable Government at the centre, the President of India should be empowered to look after the country and act like the President of United Sates of America. This will be a milestone in the direction of making our country agriculturally, economically, industrially and financially sound.

          We the citizens of India are looking forward  enthusiastically  but at  the same time cautiously  to  the forthcoming visit  to india  of President  Bill  Clinton  of America.  We request you  in  the interest of our country  and  future generations not to sign  CTBT  and  tie their hands and let them  die  in  the case  of a Chinese  aggression  because that country  has already  taken  over  40,000 sq.km. of our mother land.

 

Respected Prime Minister Vajpayeeji, India being a sovereign  country  and the  largest democracy  in  the world  it has all  the rights to defend  its borders.

 

We simply cannot surrender our national  interest and national  security by signing  CTBT  treaty  which  will   allow  India  to keep  only a  small  number  of nuclear weapons.  

 

After  some years a difficult  situation  may  arise due to atrocities from  the  neighboring  countries  and    then   future  Indian Prime Minister may decide to arm  India  with  ultra  modern nuclear  weapons,  but at that time this treaty  may come in the way  and  countries like America  and China will have legal  and moral rights to  make  preventive  strikes  on  our nuclear  facilities  if the  Prime  Minister   then  decides  to make new nuclear  weapons.

 

Respected Sir, you have  devoted  your whole  life  for the betterment  of the country  and I  hope you will not allow  foreign  powers to  fulfill  their  aim  of destroying our country.

 

  Your  honour, you have a clear cut logical  message  to give to the American  President as the representative chosen  by the  American  people  in the Congress have  already  refused to   allow the President to go ahead with the signing of   this  treaty.  Ask  him to get it  approved by  the US  Congress  &  Senate  first and then only to India  in this matter.

Respected Sir,

 

We are thrilled and anxiously  looking forward to your forthcoming historical trip to India.  We hope this visit will bring  fruitful results to the mutual benefit of  our two  great democratic countries of the world. We are natural  allies because both  countries  follow the same principle of democracy and human rights.  I have only one request to make to you to allow me to meet you regarding "CTBT treaty".

 

As you are well  aware  India is the largest democracy in the world and it is surrounded by hostile countries like Pakistan, Afghanistan  and China.  China is the only country here which  is fast  emerging as  one of the great  economic  powers in the world  and  by  the year  2050  the forecast is that China's  GNP will supercede  that of America.

 

China is a communist country and it has imperialistic  designs on many of its neighbors.  If India is pressured into signing  CTBT and allowed  to keep  only a limited number  of nuclear  weapons then  20  years from  now  India  will  not be able to  sustain  the  Chinese  nuclear blackmail.  

 

In that situation  no other country  will be able to come to the rescue of India  including  Russia  as it  happened in  1962  war with China when   Russia flatly rejected India's  call  for help  saying  China  was their  socialist  brother and they  could not help  India  in  fighting against China  and in  that crucial  historical  moment  your  great country played a crucial  role in  giving military  aid  to India  and  India was able to stop  Chinese imperialistic designs on  its land.

 

I am sorry  to say  sir, today  the situation has totally changed and Chinese economy  has much  improved and now China has financed over 70 billion US$ to the  US treasury  as short term loan  and in  a few years it is expected to  cross 150 billion US$.  In this situation  even  if America  were to  ask  China  to stop  its imperialist  designs  on India  it will be a completely  hollow threat because  China may in turn threaten  to immediately withdraw  its 100 billion US$ from US treasury  to ruin  US economy.  In that situation the American  President will have no means to restrain  China from black mail.   So Mr. President  I  again  request you  that in  the interest  of both  of our  democratic  countries please accept  India  as  a nuclear power  as  was done in the case of France  &  China.

 

When the history is written  you will not be blamed for such  a historical  blunder and please also do not forget  that if India gives into the Chinese  threat ultimately  the final target will be your country  itself.  So please  do not take a  decision  which  will be disastrous to both  of our countries  in  future.  Please give India its due  in its development in all  spheres.

 

Honored President, you should not reject the decision  of  US Congress,  the  representatives chosen  by  the American  People,  who  totally  disagreed with  this treaty.  They  must have national  interest and logic behind this refusal.  So please consider this fact  too.

 

I trust your honor will go  into  the depth  of the  matter and see the gravity  of the  situation.

 

We should appreciate  your concern  with  nuclear proliferation  in  India  and Pakistan  which  may  lead to  a nuclear  confrontation,  but  to  remedy  the  situation there  are  other  means  at the disposal  of America  but  if there  is a nuclear  confrontation  between  India  and China  your great country  may  not be able to interfere  and the next target of China may  be USA.

 

Respected President,  if I do  not get  a positive  response within two  weeks I will  be sending this letter to all  Members of Congress  & Senate  of USA  so  that they  can take  appropriate  action  in  the national  interest  of America.

How to Restrain Pakistan

 

            Pakistan has been so to speak, a pain in the neck since its inception. Through its hostile activities and a series of terrorist strikes, it has been trying to bleed India to death, as it were. Negotiations, talks and agreements have failed because of its antagonistic attitude. Despite the three wars between the two countries, India has not been able to restrain Pakistan. It has continued to extend support to terrorist groups through I.S.I. and the army to destabilize the Indian society. 

 

There is a marked American presence on Pakistan soil now. Even that has not deterred Pakistan from indulging in anti-India activities. After the terrorist attack on Indian Parliament on December 13, 2001 India was constrained to deploy its armies along the Line of Control. Now, after the horrific terrorist outrage at Kalchuk in Jammu, India can no more continue with its soft stand towards Pakistan. Suitable action must be taken to check both the infiltration from across the border and terrorist activities on the Indian soil.

 

The question is what suitable action must India take against Pakistan under the prevailing circumstances ? The following options come to mind:

 

1.         To cordon off the entire LOC to check infiltration of terrorists from across the border.

 

2.         To enlighten the international community about the severity of the situation and ask them to restrain Pakistan.

 

3.         To raise 'squads' to infiltrate Pakistani borders and destabilize their society.

 

4.         To wage a limited, calculated war against Pakistan, which may include specified air strikes, hot pursuit into the enemy territory, etc.

 

5.         To wage a full-scale war.

            

            The last option seems to be a non-option because of the nuclear threat and the consequent large-scale destruction. Moreover, the internal composition of Indian society - unity in diversity is such that it will not allow us to wage an all out war against Pakistan. Limited war will also be a risky adventure because there are chances of miscalculation and it may soon turn into a full-scale war. Therefore, the remaining three options are the only viable options before India and it must exercise them without any hesitation. Despite the earlier failures of talks we must keep the doors open for peaceful negotiations but at the same time we must be strictly vigilant and there should be no laxity in our preparedness at all levels to face any eventuality.

 

 The Rising Tension  Between India and Pakistan

 After the incident of September 11, 2001, the international scenario has undergone a great change.  Terrorism has emerged as a greatly complex problem.  The major super power of the world has been completely shaken by the terrorist attack on WTC.  India, on the other hand has been a victim to terrorist activities for a long time.   Terrorism from across the border in Jammu and Kashmir is a matter of great concern for India. 

 

The terrorist attack on the Indian Parliament on December 13 is another matter of grave concern for us. After this incident tension between India and Pakistan has been on the rise.  India has deployed its forces on Indo-Pak border. Pakistan too has deployed its forced on the border. Under such circumstances,  when  both  the hostile  armies  are facing each  other ready  to launch an  attack any  moment,  war cannot be said to be far away. 

 

There seems to be no way  to reduce the tension  between  them  though  America  has  been  trying hard to restore  peace  among the two countries.

 

During the last 50 years or so India and Pakistan have spent millions of rupees on their defence and armament but have not been  able to find a lasting  solution  to their problems.  The people of both  the countries  have suffered  a lot because economic development  was badly  affected because of  diversion  of funds to the purchase of arms.  

 

But it is high time now that both the countries sat together to negotiate  a settlement with  an open  mind so that  instead of hostilities,  they  take to the path  of love and peace and work for each other's  progress  and prosperity.

 

In this regard, the Golden India Foundation earnestly urges  General Pervez  Musharraf,  the President of Pakistan and Sh. Atal Behari Vajpai, the Prime minister of India that both of them should go the "Camp David"  in   the  United States of America where they would be the guests of the American President and hold talks in  a friendly  atmosphere,  of  course,  without the mediation  of America.  Both the leaders will be accompanied by high power delegates and representatives so that  they  can  arrive at a conclusion  without any delay. 

 

The main objective of this meeting should be that they would return from America only after signing a peace agreement whether the negotiations last for a day or twenty days. The following important points can be included in a draft proposal  agreement  between  the two  countries:

 

1.       India should accord the status of 'self rule' to the Indian part of Kashmir.  India should retain only defense and foreign policy   with it and the Indian currency should prevail there. Likewise Pakistan should also  grant similar autonomy to  Pak- occupied Kashmir. 

 

2.          Pakistan should openly declare and stick to its words that it will not encourage and support terrorism militarily,  financially  and morally  in  any  country  and specially  in  Kashmir.

 

3.       Both the countries should set up an  international fund of 5 billion dollars for the reconstruction  of Kashmir  so  that both  the countries can  prosper in  peaceful  atmosphere.

 

4.       Both the countries should sign a treaty in this meeting regarding  no first nuclear strike.

 

5.       The present Line of Control should be considered as the border of the new provinces.

 

6.       The leaders of both India and Pakistan should understand once for all in the context of nuclear warfare that there can be no solution to their problems through war. They have failed to solve them in the last 50 years despite spending billions of rupees on arms and armaments and sacrificing hundreds of thousands of lives.  Both the countries now possess nuclear weapons which  can only destroy  and not bring peace.

 

It is, therefore, imperative for both  India and Pakistan  to  accept  the  invitation extended by  America to visit  "Camp  David" and  decide  once for all that they  will  not fight any  more  battles.  They  should  take  it  as a  challenge and strive for lasting peace.

 

How to Tackle the Problem of Increasing Filth in the Country

 

During the last twenty-one years I have travelled to more than fifty developed and developing countries of the world. But nowhere have I seen greater fifth than in India. We have been an independent nation for more than fifty years but the streets of our cities, our drainage system and roads are in an extremely poor shape. It is difficult to imagine how a civilized society can tolerate such unsanitary conditions.

 

How did the problem of fifth come up? What is the remedy? What are the basic reasons behind filthy conditions? When we consider these questions we find that we have become highly selfish and self-centred. You might have noticed that in metropolitan cities like Mumbai there are thousands of fully air-conditioned and 'carpeted offices but the approach road to the buildings and the staircases are always terribly filthy. 

 

When someone spends Rs. 50 lakhs or even one crore to purchase an office how is it that he does not pay attention to the cleanliness of the staircase which is very much a part of his office? Similarly, you will find excellent residential buildings and splendid  houses in every city. People spend lakhs and crores of rupees in constructing them. But outside those houses you will find heaps of dirt and fifth. 

 

People throw household garbage waste just outside their own houses. It seems they are not sensitive to the fifth on the road outside their own houses though while they themselves have to use and walk on that road every day.

 

Several people, in order to cover up their own shortcomings, put the blame on the increasing population of the country for the prevailing insanitary conditions while the fact is that the increase in population can be in the interest of the country in a certain sense. There are scores of countries in the world where the population per sq. km. is ten times of what it is in India. 

 

If the higher rate of growth of population is the cause for insanitary conditions, then the filth in those countries should be ten times more than in our country. But no, their cities are very clean. Hongkong, Japan and Singapore are the brilliant examples. To blame it on the increasing population is nothing short of a workman quarrelling with his tools.

 

  To work out a proper solution to the problem, the following measures should be taken :

 

  In every street of a city, five-feet high durable plastic dustbins with covers should be installed for depositing household waste into them. They should be put up at a reasonable distance from each other and should be fixed to electric or telephone poles. The waste should be cleared daily between 12 midnight and 5 a.m. by municipal workers and should be carried away  in special waste disposal compression trucks. 

 

There should be a committee in every Mohalla to oversee and assist in the effective waste management. The committee should also take care of the fact that household waste is deposited by the residents in the dustbins only. I have been to Thailand recently. There, the above system is working very well throughout the country. This ensures complete cleanliness of the roads there.

 

  I am also of the opinion that we cannot succeed in our mission unless we have a sense of dedication and we work in the interest of the society and the country. Today in our country, certain political parties, in the name of love for the country, are working to achieve their selfish goals by creating communal tensions and opposing nationalistic feelings. This is nothing but a heinous crime against the nation.

 

  What we need is a massive effort in the direction of creating a sense of nationalism among the people. Today, there is such a competition among the self-seekers that for their own selfish ends they do not hesitate to mislead others. It is, therefore, all the more necessary for us to inculcate a feeling of love for the nation and the society for which we should take certain concrete steps. 

 

We should not only clean our houses but also keep the streets clean. In order to bring awareness to the people we must run programmes in this respect on T.V. and radio in collaboration with non-government organizations. The Government should take care of the financial part. Only then can we have a government for the people, of the people and by the people in the true  sense.

 

People who are willing to volunteer their services in this regard should be encouraged to come forward in each street and mohalla. Their services should be recognized and they should be publicly honoured. There should be a separate Ministry for this purpose in the Central Government.

 

One of the major reasons for filth and in sanitary  conditions in the country is open drains. The solutions lies in having a proper sewerage system and covered drains in every city of the country.

 

To accomplish  a task related to public services, decentralization of power is essential. The responsibility of cleanliness should be given to the elected members like the councilors, M.L.A. and M.P. of the city and the public should be asked to evaluate their performance in their area. A part of the budgeted amount for cleanliness should be directly given to them for this purpose so that they can successfully complete their assignment.

 

To make matters worse, the filth and garbage collected by Municipal workers is deposited in most cities in open grounds which in turn creates further problems and leads to several diseases. Someone should lodge a public writ petition in the Supreme Court and obtain an order directing the Municipalities not to deposit garbage in the open. It should be declared to be an illegal activity. 

 

They should make proper arrangements for the safe disposal of garbage in a hygienic manner within the next three years. If they do not do it within the specified period, the officers responsible for this crass negligence should be penalized and it should be treated as a criminal offence.

 

Several countries have achieved unprecedented success in matters relating to cleanliness in their cities. Some selected experts in India should visit those countries to study the system and then work out a programme for cleanliness in the Indian context. The Government should then implement it with all sincerity. Further research in these matters should be conducted in several universities in India leading to the award of Ph.D. degrees to atleast one hundred persons. They should work on topics related to disposal of garbage  and arrangements of cleanliness.

 

Countries like Singapore and some Western nations have achieved extraordinary success in this direction by using modern technology. They have set up incinerators to burn the refuse to ashes. In the process they produce electricity also. This ensures both cleanliness and some income to the municipality. This income can be again put to use for ensuring further cleanliness.

 

Another major reason for the in sanitary conditions in the country is the waste produced by a large number small scale industries. Almost every street has a number of small factories in it which spoil the environment by poisonous chemical substances. Such things lead to terrible diseases like cancer. It is, therefore, necessary to ban these industrial units situated in the residential area or city streets. In countries like America they have put a total ban on the use of such poisonous chemicals and substances in factories but in our country due to a slack political and government system strict measures have not been taken to ban them. But it is high time they were banned.

 

Our entire country has become so filthy that men are living in filth like insects. What is worse, they are not aware of it. They are involved in a strange rate race and so much engrossed in material pursuits that cleanliness and hygiene for them is restricted to slogan shouting only. Through their entire life they do not take any concrete steps to implement any programmes for cleanliness.

 

Clean environs is a fundamental right of every citizen in the country. To make proper arrangements for it is the constitutional and moral duty of the Government. To turn away your face from it is nothing but a criminal offence. Our leaders and bureaucrats should be held responsible for the death of lakhs of people due to unhygienic conditions in the country.
