3.         Employment to millions of our countrymen


            we are all concerned for the poor and unemployed citizens of this country. How to eradicate poverty and unemployment ? Is there a way to solve this burning problem ? I have envisaged a project to help eradicate poverty from the land of India which is given below :

            having travelled the whole of India and more than 50 countries of the world during the last 26 years. I had the opportunity to see for myself different facts of life in our country as well as other industrially developed countries. While is developed nations an average person is earning more than Rs. 20,000/- per month in India the per capita miserably low resulting into millions of our countrymen living below the poverty line. A question came to my mind why it was so when god has given the same two hands and the same mental and physical capability to all the human beings. We are at per with people of any other country in the world but still the fact remains that our per capita income is among the lowest in the world.

            in my observation, the following are the reasons for this deplorable situation :

1.         Lack of a sense of nationalism.

2.         Lack of moral values in our society.

3.         Lack of initiative and a burning desire for improvement.

4.         Inadequate use of modern technology in industry and agriculture.

5.         Lack of proper training to individuals to doe their job in the best possible ways.

6.         Lack of sufficient funds.

To cure these basic maladies in the shortest possible time, say four years, an Aladdin's chirag has to be found so that our country’s per capital income can be doubled.

Modern technology can act as Aladdin's chirag at least to some extent in ways which can be elucidate in the following manner.

Extensive and intensive efforts should be made to impart training to train at least 50 million persons every year with the best knowledge available in the world in 1000 different fields of trades, industry and agriculture with the help of electronic media i.e. Satellite, video and TV. technology.

Merely providing a job or help by giving funds to a person will never relieve him from the curse of permanent poverty and unemployment, because such a person will lack proper initiative and viable technical eco-friendly know-how.

We cap certainly give highly remunerative job opportunities and business to more than 200 million of our countrymen within a period of 4 years. “co-operative movement” in the country should play a dominant role the creation and utilization of human resource of our country.

To fulfill this grand aim of eradication of poverty, the following action plan is proposed :

1.         Setting up of 1 million videos along with colour TVs all over the country from Panchayat to university levels. This vocational video training programme will be run after school hours in the same school buildings or any other available public or private buildings.

2.         Setting up a national TV. channel hook-up with satellite to be run 18 hours a day exclusively for this purpose (with 10 channels).

3.         Making of 100 video films on all possible jobs, trades, small industries, agriculture etc.

(a)        (i)        establishment of training centers at Panchayat or tehsil levels.

            (ii)       simultaneously, industries must be obliged to create training courses in their respective industries to provide technical training to 10% of their labour strength drawn from dependants and relatives of their own employees and provide them stipend of Rs. 250/- per month as a part of their social obligation. The trainees of such industries shall, however, be obliged not to claim forcible employment in the said industrial unit until and unless he or she is so needed for effective productive use by the unit. This specific restriction will allay fears harbored by industrial units of over-employment and loss of production per capita by the units in the interest of economic viability of any commercial/industrial activity.

(b)        employment, one million technically trained instructors for this purpose, giving them training in methods to instruct and teach through these videos, together with training in running, repairing and maintaining TV sets and video sets. These instructors will also be trained to spot proper talent and desire in the students and guide them to adopt vocations of their choice.

(c)        the instructors would be responsible for imparting practical training and where necessary would refer the trainees to bigger training centers to be established at district level. After completing of video and practical training, the instructors/supervisors would help the trained persons to embark upon a career, which may be self-employment, cooperative set up or a job.

(d)        the basic thrust of the programme will be to help the unemployed or semi employed to acquire a technical skill through which they would benefit financially through a job or self-employment.

(e)        creation of training centers and employment of instructors would immediately utilize the human resource of a growing number of unemployed engineers and other skilled personnel of our country.

4.         Publication programme of 200 newspapers and magazines on 1000 trades and industrial opportunities to bring continuous and up to date latest knowledge to all the interested people.

5.         Preparation of detailed video instructions manuals for each of these vocational training courses synchronized with videos for counter members. These video training courses will shorten the time required for getting practical training by 80% since their conscious and subconscious mind has been fully exposed from beginning to end to the latest technical know-how in their chosen vocation.

6.         Setting up of 1000 practical training centers for students, after they have finished their three months intensive training. This is very essential to provide them first hand practical training.

7.         (a)        setting up a national video channel like vividh-bharti which will broadcast the new national TV. programme in regional languages with lip synchronization simultaneously with TV. programmes, so that even a person sitting in a remote village of Bengal, Assam, Tamil nadu, Kerela etc. Can listen to the programme in his own mother tongue.

            (b)        all these vide cassettes will also be voice dubbed in all the major languages of India along with respective instruction manuals.

            (c)        such video programmes would be made interesting and exciting with the help of person like shri ramanand sagar and shri B. R. Chopra who have great command over producing such serials which could touch the core of the heart of a viewer. In fact, i have already talked to shri ramanand sagar about the project and he is ready to cooperate fully for this national cause. Thus, people all over India will be induced to watch and learn through TV and video programmes with full concentration and enthusiasm. This will help them to learn new skills to stand on their own feet.

A team of the vide film producers will travel all over India to study the potential and requirements of different parts and to other selected countries to acquire the latest technology and know-how in each of the vocation which can be adopted easily in our country.

8.         A pool of scientists and businessmen will be created to find out and invent ways to integrate these technologies into Indian situations.

9.      Fund resource of the project: It will be made pa part of the more than Rs. 4500 core per year existing several rozgar yojana of the government of India, so on new funding will be required.

10.    Management of the project: Execution of the project should be undertake by ministry of urban employment of & poverty alleviation, govt. Of India, but supervised by a consortium of government agencies, big business houses, trade union, non-govt. Organisations (ngos) like rotary club, red cross, boy scouts etc. To get best possible management available in the country.

The basis of the above calculations :

            how 50 millions persons will get job training every year and how it will cost less than Rs. 500/- per person ?

¨      One video TV. set will teach a class of average 15 persons for a duration of two hours every day for three months.

¨      2 classes of 2 hours duration each day.

¨      4 new sessions will start every years.

            50 million persons will get training every year with a cost of Rs. 500/- per person. Therefore, 50 million students x Rs. 500/- per person = Rs. 225. Crores.

            it would be in the national interest to discuss and examine the project in its entirety at various levels, so that this gigantic programme of national importance could be started immediately.

            golden India foundation will be glad to implement this project without any charges with the help of intellectuals and business houses within a time-frame of 180 days.

 

4.         Plan for implementation of employment generation project.

The following plan has been envisaged for the implementation of  the forgoing project by golden Indian foundation :-

1.         Formation of implementation committee

            consisting of the following ministries :-

            (i)        ministry of unemployment & poverty alleviation.

            (ii)       ministry of human resources development.

            (iii)      ministry of labour.

            (iv)      ministry of urban development.

            (v)        ministry of agriculture.

            (vi)      ministry of finance.

1a.       Setting up of a website and internet chart room so that national and international experts in these fields can interact easily for the benefit of this project. (Rs. 10 lakh).

2.         Creation of a semi-autonomous body which will be entrusted with the task of implementation of this entire project (Rs. 10 lakh).

3.         Setting up and running of a central office in Delhi. (Rs. 1 crore)

4.         Creation of facilities for video-conferencing through internet (90 percent of the meeting and conferences will be held on the computer screen with the help of latest technology).  (Rs. 20 lakh)

5.         The whole project will be divided into two parts i.e.                          
(i)     agriculture and                             (ii)     others.

6.         Organising an international symposium of three days duration so that input for this project can be taken from leading experts of the world. (Rs. 50 lakh).

7.         Special meeting, seminars and competitions will be organized for 200 different trades and agricultural organizations so that they can be made a part of this development process. For example, jewellers associations, fruit growers association, barber's associations, CII organization etc. Will be asked to initiate national and international competitions in their respective fields so that the best possible talent in their field can be sorted out and identified and used in making up these videos. (Rs. 1 crore)

8.         Leasing of one satellite transponder so that we can start a 24 hour TV. channel immediately. (Rs. 2 crore).

9.         Starting of a national F. M. radio channel (Rs. 2 crore).

10.       Getting the help of 10 leading film producers in India like shri ramanand sagar and B. R. Chopra to make these video films. (Rs. 2 crore)

11.       Making of instruction videos where future instructors will be trained in operating, repairing, and maintenance of TV., videos and computer sets. (Rs. 1 crore)

12.       Organising international seminars of ngos through which we can get the help of national and international ngos for this purpose. (Rs. 50 lakh)

13.       Making of a complete professional project report with the help of m/s. Anderson and company and submitting the project report to various world agencies which can help materially and financially in this project. (Rs. 50 lakh)

14.       Setting up a translation centre, where original scripts will be translated in to all 16 major languages of India. (Rs. 50 lakh)

15.       Setting up an internet research center where 25 persons will be entrusted with the sole aim of getting best possible latest know-low from the internet on 1000 subjects. In the first phase we will start with 100 subjects and on each subject material running in at least 2000 pages will be collected. (Rs. 50 lakh)

16.       Setting up of video dubbing studios for all the 16 languages (Rs. 50 lakh)

17.       Entrusting the task of writing a script on 100 subjects to a unit of 100 people.

18.       Buying of 5- Sony miniature video D.V. cameras @ Rs. 1 lakh each. (Rs. 1 crore)

19.       Buying of 100 betacam cameras (5 crore).

20.       Training of 200 video operators. (Rs. 20 lakh)

21.       Making of 100 videos, editing of videos in collaboration with respective national and international trade organizations (Rs. 10 crore)

22.       Dubbing of videos in 16 languages (Rs. 1 crore).

23.       Making instruction manuals for the videos in all languages. (Rs. 50 lakh)

24.       Setting up and arranging the video training classes with the help of university grants commissions, IGNOU and other ngos. (Rs. 5 crore).

25.       In the first phase, simple courses will be taken up where we do not require heavy machinery and equipment.

26.       Special emphasis will be given on agriculture and information technology.

27.       In the sector of information technology teaching rights for 100 software's will be obtained and some new software's will be developed on contract. Special emphasis will also be laid on teaching 100 different computer courses all over the country free of charge with a target of teaching 5 million students in the first year and special emphasis will be given to teaching them in such a way that they can get computer and software jobs immediately afterwards. Special crash courses on i.t. sector and command on English will be undertaken (Rs. 10 crore).

28.       An international committee of experts will be set up to be headed by Mr.. K. B. Chandrasekhar of exodus inc. To help implement this project. Mr. Bill gates of Microsoft may be requested to co-chair this committee. (Rs. 1 crore).

29.       Agriculture : India is a predominantly agriculture based economy. So a target will be set so that within three years an average Indian farmer could at least double his income and in the next three years he could double it again. In this way, in a period of six years an average Indian farmer's earning will grow 400 per cent.

30.       Action plan : exotic crops (those crops which are not grown in India and which are in high demand in western countries) of fruits, vegetables and others items will be grown in 20 per cent of the holdings of a farmer which can later on expanded to 70 per cent. A project report will be prepared on these 200 new exotic cash crops. (Rs. 5 crore).

                        instruction videos on how to grow and sell these crops will be made. All of these videos will be regularly shown on our new TV. national channels. (Rs. 2 crore).

31.       Best quality seeds for 200 exotic fruits, vegetables and other items will be imported and seeds generation farms will be opened all over the country (Rs. 2 crore).

32.       A special survey with the help of remote sensing satellite will be carried out in each zila according to their climate, water availability and soil conditions. (presently, there are about 3000 districts in India). A separate file will be maintained in each district (zila) with complete data. A central computer system will analyze these data's and will give out its input for future plantations. Agricultural cooperatives and agricultural universities will play a crucial role in this scheme.

                        the new seeds will be grown simultaneously in all these 3000 zila; to start with, 100 acres of land will be identified in each zila for this project. This scheme will bring down the cost of seeds and by eliminating the necessity for future import of the seeds. Indian conditions will always be kept in mind before deciding on these factors.

                        therefore, a total of 3,00,000 acres of land should immediately be put to use for producing these master seeds in the country. Out of the 200 varieties, seeds 100 varieties which are most successful will be distributed free of charge to all the neighboring farms along with video instructions to each Panchayat at village level. (Rs. 20 crore).

33.       A special cell for promoting these new products will be set up and middle and large Indian corporations and multinational corporations will be encouraged to be a part of this project. (Rs. 10 crore).
