Proper
planning, right policies and meticulous implementation can help in realizing
the dream of Golden Russia. I propose the following action plan with the
same purpose and vision. This outline plan has been detailed out in the
subsequent chapters. The action plan is self-sustaining and this gigantic
project of national importance can be financed with additional oil revenue.
If
the plan is properly implemented it will increase national income and GNP by
at least $100 to $500 billion. Thus, a mere investment of $ 3 billion can

Similarly International Consulting Firms should also be hired for their
impetus.

TO INCREASE OIL REVENUES IN RUSSIA
Russia
heavily depends upon energy (mainly oil and natural gas) exports for critical
shares of its total export earnings and government revenues. Oil export
revenues also are used to help pay off Russias large foreign debt. The
sharp rebound in oil prices over the past few years has been good news for
Russia and especially for its oil sector. The suggested measures to enhance
the increase in revenue from oil are given as hereunder: -
1.
Russia has huge quantity of natural gas in Siberia. Pipelines should be laid
in co-operation with China, Japan and South Korea. These countries have very
high oil and natural gas demand.
2.
A central tax should be levied on percentage basis per barrel of North Sea
Oil prices. For example, if North Sea Oil price is $35 per barrel and, the
tax is 20%, then the tax will be $7 per barrel.
3.
More than half of Russias merchandise export revenues come from the sale
of oil, oil products, and natural gas. The Russian government should cerate
stabilization fund in which all extra revenues $20 per barrel should be
transferred to this fund, which will be used to for further oil exploration
and plans for betterment for an average Russian, as fundamentally oil wealth
belongs to all Russian citizens. They must be benefited.
4.
A new intensive survey shall be conducted with meticulous planning on the
land using latest sensory devices. That will help locate at least 100% extra
oil reserves in Russia.
5.
Off coast area in sea should also be researched intensively for oil
reserves.
6.
Russian oil production has rebounded over the past few years. New refineries
should be set up in combination with multinationals to further boost oil

HOW TOURISM CAN CREATE
MILLIONS OF JOBS
Tourism
is one of the major industries in the world. Scores of countries base their
economy upon it. Russia is undoubtedly a popular tourist destination among
all the countries of the world. It gets a major chunk of its tourist influx
from Germany, Finland, USA, Great Britain, Italy, France and Japan. In this
new era, Russia has a very rich ancient cultural heritage and unique natural
potential which has attracted the interest of the foreign tourists.
There
is an adequate potential for the growth of tourism in Russia by encouraging
heritage tourism, eco tourism, cultural and educational tourism. Tourism can
provide 2 million new jobs in Russia within 3 years at a very low investment
of $630 million per annum.
It
is proposed that Government should set up a new goal of attracting at least
10 million tourists to Russia every year within next 5 years, so that Russia
can earn at least $ 20 billion as foreign exchange every year. To realize
this gigantic venture, I make the following simple and relevant suggestions:
1. An
autonomous board under Ministry of Tourism
To
promote tourism it is suggested that a separate autonomous board should be
constituted under the Ministry of Tourism, which should be headed by a
senior level officer of the Government of Russia. There should be four other
members on the board selected or nominated by the different sectors of
tourism industry. This Tourism Promotion Board would prepare policies and
programs for the promotion of tourism and provide necessary assistance and
advice in the development of the industry. The Board would also provide all
types of facilities to the tourists like - centralized money exchange,
bus-rail-car-air facilities, hotel reservations, state tourism counters and
tourist guides.
2.
Employment Generation Through Tourism
Like
all other countries even Russia too is prone to the problem of unemployment.
More than 20 million youths are under the grip of this problem. Government
of Russia needs to address this problem seriously by taking initiative for
implementation of the employment schemes and self-employment projects.
The
Employment Exchanges, Employment Bureau, Placement Services etc. should be
geared up for providing suitable jobs to the educated youth in the country.
Tourism can play a very crucial role in generating employment. To accomplish
this gigantic mission, I suggest that Government should utilize the services
of the unemployed youth by providing them suitable training in the field of
tourism: -
The
autonomous Tourist Board will set up Reception Committees at each
International airport to increase the tourist influx in Russia. The members
of the Reception Committee will organize "Welcome Ceremony", Folk
dances, Welcome Songs etc. in honour of guests (the tourists) while
following the ancient traditions and cultural practices of Russia. Each and
every tourist would be garlanded by the members of the Reception Committee.
The Reception committee should be headed by a Protocol Officer. Similar kind
of reception is being given to tourists in Hawaii, USA.
Training
of tourist guides/instructors is very essential for providing
proper facilities to the tourists. The services of these guides may be
utilized as per the desire of tourists. These guides would be well
conversant with all the historic places, famous buildings, important sites
etc. situated in the area concerned and provide useful information to the
tourists. To train these guides, some instructors may be appointed, who will
provide necessary training to the newly appointed guides. For this purpose,
about 100 practical training centers may be set up all over the country.
These centers would provide intensive training courses to the Guides. In
addition to these, video-training course for the benefit of guides who are
working in rural and remote areas of the country may also be prepared.
Suggestions
1.
Unlike all other industries tourism brings in maximum inflow of foreign
exchange. Hence tourism, including hotels should be declared as tax-free
Export Processing Zone.
2.
All imports related to tourism and hotel industries like - luxury cars,
other related items etc. should be made duty free.
3.
At present Russian hotels seem expensive in comparison to other hotels of
the world. This is a big hurdle for the promotion of tourism industry.
Therefore, 5000 suitable plots all over Russia should be allotted at a very
reasonably low cost to international hoteliers with all necessary
clearances to enable them to build standard hotels conforming to
international standards in entire Russia. Now with this scheme, thousands of
new hotels will be built and hotel charges will automatically come down to
induce the tourists to visit Russia in larger numbers.
4.
In todays world of consumerism media can play a vital role in promoting
Tourism. Russian Government should take help of global print and electronic
media fraternity in enhancing its image as an attractive and safe tourist
destination.
5.
A total of 5,000 suitable plots of land all over Russia should be
earmarked for the development of hotels and resorts to promote tourism
industry and a very nominal rate should be charged from the entrepreneurs
while allotting the same. These hotels could be built as a joint venture or
on B.O.T. basis. It would be better if a Tourism Development Fund is set up
to bridge "critical infrastructural gaps."
6.
The private sector (Russian as well as foreign entrepreneurs) should be
invited to join hands with the government for taking up new ventures in
hotel industry. Emphasis should be laid to develop eco-friendly tourism.
7.
There should be a proper coordination among Central and State Governments,
public sector undertakings and the private sector. Programs of site-seeing
the monuments, various art forms, handicrafts, folk dances, traditional
fairs and visits to the exhibition of sputniks, space ships, space stations
and cuisines should also be included in these services, for the preservation
and enrichment of Russian culture and heritage.

It would be better if Russia encourage the participation of NGOs, local
bodies etc. to develop a vast facilities for tourists. It would not only
reduce the regional imbalance but also improve the social and economic
standards of rural masses.
Centers for
Yoga and Naturopathy for Tourists
It
will be in the interest of the industry, if a number of yoga and naturopathy
centers are set up or tourists. These centers should be built up in the
natural surroundings, for which Russia has been known.
New Tourism

new tourism policy of Russia should give more concessions to the tourism
industry so that it may achieve the set target and earn more foreign
exchange for the country, which is the need of the hour.

needs to improve the employment status drastically.
Careful
observations reveal that following are the reasons for this callous but
deplorable situation: -

Lack of initiative and desire for improvement.

Lack of sense of patriotism.
3.
Lack of moral values in society.
4.
Lack of proper training to individuals in respective fields to enable them
to do their job in the best possible capacities.

Lack of sufficient funds.
6.
Inadequate use of modern technology in the field of industry and
agriculture.
To
cure these basic problems in the shortest possible span, some magic wand has
to be found out that may help Russias per capita income to grow by 100
percent within 5 years.
The
modern technology certainly provides miraculous solutions to some extent to
the problems listed above in the following manner:

Merely providing a job or help by granting monetary aids to a person will
never suffice to relieve him from the possible stigma of unemployment, since
he will always lack proper initiative and technical eco-friendly know-how
needed in the 21st century.

Extensive efforts should be made to impart training to at least 10 million
persons every year with the best possible knowledge available in the world,
in 1000 different fields related to trade, industry and agriculture using

Training Program
Setting
up of 1 million interactive DVDs along with color TVs all over Russia at all
levels. The "DVD Training Programme" being vocational in nature
will run after school hours in the same buildings or any other available
public or private buildings.
National TV Channel
1.
Setting up a National TV channel hook-up with satellite to run 24 hours a
day exclusively for this purpose (with 10 channels).
2.
Making of 1000 DVD films on all possible jobs, trades, small scale
industries, agriculture etc. using latest and best knowledge from all over
the world.

To establish practical training centers at different strategic points in

Simultaneously, industries must be encouraged to create training courses of
their own to provide training with latest technical know how to a total of
10% of their labour strength, drawn from dependents and relatives of their
own employed strength and provide them a reasonable stipend per month as a
part of their social obligations.

To employ 10,000 technically trained instructors for this purpose. Equip
them with latest training tools and methods to enable them to instruct and
teach through these DVDs, as also training in operating, repairing and
maintaining TV and DVD sets. These instructors will also be trained to spot
proper talent and desire in the students and guide them to adopt vocations
of their choice.

These highly qualified instructors would be responsible to impart practical
training and wherever necessary to refer the trainees to higher training
centers to be established at district level in different states of Russia.
After successful completion of practical training on TV/video, the
instructors / supervisors would help the trainers to embark upon a career,
which may be self-employment, cooperative set up or assisting them in

on at least 1000 trades and industrial opportunities which will impart and
update latest knowledge to all the people interested in seeking the
employment.

It is desirable to prepare detailed manuals for DVD Instructions for each of
these vocational training courses. With lips synchronization, these DVD
training courses will shorten the time span required for getting practical
training by 80%, as their conscious and sub-conscious minds have been fully
exposed right from the beginning to the latest technical know-how in the
vocation of their desired choice.
10.
Setting up of a "National Virtual University" to impart free
and best possible education in some 500 subjects at all levels for all. This
will help people to update and enhance their existing Knowledge in the
desired subjects of their choice.
11.
To set up nearly 1000 "Practical Training Centers" for students,
after they have finished their three months intensive training on
interactive DVDs. This is very essential to provide them first hand

submit my humble suggestions that may help transform the Russian Railways as
the best in the world:
1.
Railway system in Russia needs an overhauling. A target of increasing
average speed by 100 % and capacity by 200% should be set to upgrade the
most cost effective and least polluting mode of transport. A comprehensive
strategy should be devised so that the goal of increasing the total capacity
by 200 % is achieved with minimum investment and in shortest possible time
within the next 5 years. Plans for increasing speed of trains and reducing
the traveling time should be designed and infrastructure should be developed
in lines with the objective.
2.
A goal may be set to increase passenger and freight capacity by 200% within
5 years. To realize this goal, following measures can be significant:-
(i)
The length of the platforms in Russia needs to be standardized and should
be increased accordingly at all the required stations.
(ii)
The number of bogies should be increased by 50% to 200% in all trains to
gear them to take up the additional passengers.
(iii)
The rail engines should also be modernized and their power capacity should
be upgraded, wherever necessary.
(iv)
The frequency of trains on all busy routes should be increased by 100%.
(v)
Encourage setting up new factories for modern bogies and production
capacity of the old ones should be enhanced. This would help in meeting
the domestic needs and boosting the exports as well.
(vi)
There is an impending need to completely modernize the railways. Railways
already has 50 to 65% of surplus staff. If the passenger capacity is
increased, the manpower and all the other resources would be optimally
utilized and there will not be any problem of surplus staff and idle
hours.
(vii)
International conferences and exhibitions should be organized to know and
talk about all latest developments and technology in the field of
railways.
(viii)
Entrust leading consulting companies of the world from USA, Switzerland,
Japan and Germany. It will cost around $50 million for their services, but
they will save Russian railways hundreds of million dollars.
3.
Concessions in railway fare should be provided to students, handicapped and
senior citizens and free railway pass may be rendered to all media people.
4.
The amenities being provided to railway passengers need to be improved and
all services should be at par with international standards.
5.
There is an immediate need for improvising the existing railway
infrastructure to reduce rail accidents by 90% and to eliminate all its
possible causes.
6.
Detailed plans should be made for incorporating the latest and modern
technology for expansion of railways.
7.
Special tourist trains like "The Palace on Wheels" of India can be
made a regular feature of railways all over Russia after examining their
economic feasibility. This would add a totally new dimension for encouraging
foreign tourists to travel by Russian railways and explore the vast country.
This calls for a paradigm shift in planning and approach.
8.
Railways can utilize its property in a much better way, so that it benefits
the society at large and at the same time brings financial rewards to
railways. For instance, Railways can allot plots of its own land to
developers on a partnership basis for constructing shopping centers,
commercial buildings, residential houses and apartments. Similarly the
unutilized space on railway platforms can also be allotted on lease or rent
or revenue sharing basis for commercial activities. This strategy will yield
minimum revenue of $100 Million per annum to the Railways as per the
meticulous assessment carried out by Golden Russia Foundation. This will
also generate employment opportunities for about 100,000 Russians.
9.
Russian Railways may make use of Global Positioning Satellite (GPS) for
effectively managing its properties located at various places.
10.
Similarly, all the bogies of modern trains should be accessible through GPS
to all authorities concerned so that they can locate and communicate in case
of contingencies.
11.
This entire project of starting a TV Channel can be realized with an
investment of a minimum sum of $20 Million per annum.
12.
The quality of food currently served in Russian Railways is low and yet very

The
health of the Russian population continues to lag far behind its optimum
potentials. Devastated by disease and alcoholism, mortality rates have risen
dramatically. A lot remains to be done by Russian Government in this field.
Experts
opine that the population of Russia may drop to its half in next 50 years
while deaths will exceed births by about a million every year. This quiet
crisis in Russia has taken away lives almost like a catastrophe of historic
proportions.
The
Russian Government needs to take a serious account of the deteriorating
public health.
Russian
Government should create a robust public health response to the high levels
of communicable and non-communicable diseases.
1.
The premature death rate is one of the most important problems in Russian
health care which needs an immediate attention.
2.
The political parties fighting for votes in election should choose to make
public health a major campaign issue.
3.
The Soviet Union has always been infamous for its staggering vodka
consumption and the contemporary Russias thirst for vodka is getting
worse. Russian men on average are drinking about five bottles of vodka per
week. Russians - adults and children alike - consume 14 to 15 liters per
capita per year. In effect, many Russians are drinking themselves to death.
Drinking is one of the major reasons for many of the violent and accidental
deaths in Russia. Russian Government needs to put some prohibition menace of
and regulatory provisions for checking the ever-growing alcoholism in the
country.

Russians are also heavy tobacco users. Two-thirds of men and one-third of
women smoke. Russian Government should levy heavy taxation on manufacturing
and sales of cigarettes and alcohol.

There is also a rapid spread of drug-resistant tuberculosis, AIDS and other
sexually transmitted diseases in Russia. One study predicts HIV will infect
some 13 million Russians by 2005. Russian Government should initiate
awareness program for safe sex education and prevention of sexually
transmitted diseases.
6.
Russian Government needs to revamp drinking water system as almost one-half
of the Russian population use water that does not meet public health
standards.
7.
In order to attain
good public health, special projects for providing free healthy nutrition to
children and pregnant woman should also be initiated.
8.
Estimates for abortions performed in Russia range from 3.5 to 7million
annually. Considering the rapid declining population, Russian government
should immediately ban the abortions unless specified clinically.
Russia
should introduce the concept of "Holistic Health System" at national
level. The new system will include at least 20 major "Alternative
Therapies", like - Homeopathy, Naturopathy, Color Therapy, Urine Therapy,
meditation etc.
Russia
is already spending a lot of money on its health care.
1.
Modern medical system itself is based on inconsistent principles, which keep
on changing. Medicines that were used 10 years ago are now discarded because
of their toxic and other side effects.
If
allopathic system of medical science is fully science based, then why these
medicines were approved and prescribed in the first instance? Science means
things and theories one can prove. Hence, if these medicines are proven wrong
today, it automatically means that they were wrong at that time also. In other
words they were not fully science based. They were based on the interest of
the pharmaceutical companies that either manipulated the raw data for their
benefit or did not care to do thorough research on these medicines. Perhaps
there exists a huge nexus between big drug companies and practicing doctors.
2.
A large number of Russians die in hospitals and homes only, because doctors
prescriptions are illegible or due to some misunderstanding in hospitals
staff and administration while administering different medicines to the
patients.
To
resolve this problem, the Russian Central Government should make it mandatory
that all the prescriptions should bear clear instructions regarding the
sequence and combination in which medicines should be administered. It must be
printed in capital letters using computers. In the modern computer age, it is
pertinent that every medical practitioner should posses a computer in his
clinic. All the medical records of each patient should be stored in that
computer, which should also have a database programme to alert the doctor, in
case a particular medicine prescribed by him is unsafe for the patient because
of his past medical history.
The
computer will be able to warn against any specific medicine prescribed by the
doctor, on the grounds that it does not match the parameters of patients
sensitivity and affects the body systems of the patient like- blood pressure,
sugar level, heart, lungs, liver. Other medical parameters should also be
brought in to mind to warn a medical practitioner by the computer to discard
the use of certain medicines against which the patient is sensitive.
3.
It is suggested that the Russian Government must develop this software which
will cost $10 million and it should be provided free of charge to all medical
practitioners in Russia. It should also be provided on Internet for the entire
world to get free access and download.
4.
For holistic health purpose, a homeopath and naturopath having minimum
qualification in their respective fields should be allowed to practice
although not being an qualified medical practitioner in allopathic stream of
treatment.
5.
It is further interesting to note the fact that not a single person ever died
because of consuming any wrong homeopathic medicine. In the present modern
times also homeopathy has been very effective in treating a majority of human
illnesses. At the same time over 100,000 people die in Russia only due to
wrong medication or faulty combination of allopathic medicines. Not only that
millions of other people suffer from the toxic side effects of allopathic
medicines. Hence, there is no need to burden the youths of Russia to waste
eight years of precious time of their life to study medical sciences to
acquire a medical degree, just enabling them to practice homeopathy or any
other stream of the alternative therapy.
Therefore,
I request the Government of Russia to change this irrelevant law to allow
homeopaths, who have a qualified degree from a recognized institution from any
part of the world to practice homeopathic or Ayurvedic
system
of healing. Untill now medicines related to the alternative therapies have not
shown any side effect or death among millions of people who consume it in
Germany, Switzerland, France, India and many other parts of the world.
There
is simply no correlation between allopathic and homeopathic systems or any
other stream of alternative therapies as they all are based on entirely
different sets of rules and principles. Therefore, the restriction of getting
degree in modern medicine before practicing homeopathy should be abolished
with immediate effect. This one scrupulous act will benefit millions of
Russians and will help only to slash down the cost of medication drastically.
A
fund of $100 million per annum should be allocated to re- establish harmless
alternative therapies like Yoga, Naturopathy, Colour therapy, Ayurveda and
Homeopathy, so that people can get simple, low cost effective and harmless
medication without side effects to help be cure a their illnesses and live a
healthy & vibrant life.
Miracle
of Stem Cell
New
research in the field of Stem Cells should be fully funded and at least $ 3
billion worth yearly budget may be earmarked for this purpose. Proper
safeguards are essentially needed against immoral and unethical use of
"stem cells" for human cloning.
This
does not warrant a ban or discourage and further research on stem cell or its
use in the future. Because, this is going to be very cost effective and yet

directed specifically towards children issued by the Russian Government will

Government should initiate an awareness campaign highlighting following

In Russia poverty has been a severe problem and more than 25% population is
below the subsistence level in the society. The increase in food costs have
forced families to substitute bread and potatoes for protein. Besides
poverty unhealthy focus on nutrition has aggravated overweight and related
disorders.

Several studies have established a strong correlation between television
viewing time and obesity. Limiting television watching is the first right

Russian Government may think of setting up National Open Air Jails to
bring about the reforms among the criminals related with the Mafia
activities. In the jail they must be taught good things and impart some
technical knowledge, so they can learn certain skills that may help them to
earn substantial money to enable him to handle social responsibilities with

POLLUTION IN RUSSIA
Environmental
concern particularly the pollution in Russia has not been given the needed
emphasis during the last 80 years. Now it is high time that the Russian
government realized the deadly effects of uncontrolled pollution in the
society.
Ironically,
the Russia environmental regulations were some of the stiffest in the world,
though they were seldom enforced. For example DDT was formally banned in the
USSR in 1970, yet it is still being used. Many of the environmental
regulations are still archaic by western standards and can hardly control
the growing pollution.
Owing
to the increasing pollution, Russians specially the children suffer from
various disorders and die younger than their counterparts in other
industrialized nations. For instance, if we consider the industrialized
cities like Volgograd and Magnitogorsk, 9 out of 10 children living around
iron-ore mines and the nearby steel factories suffer from pollution-related
illnesses such as bronchitis, allergies, pneumonia, bronchial asthma and
even cancers.
Most
of Moscows uninhabited land has been turned into vast, unsanctioned
dumps, and tons of heavy metals from city factories are discharged everyday
into the sewage system. The wanton dumping of chemical fertilizers and
industrial wastes on the nations farmlands has also led to high levels of
nitrates and heavy metals, including cadmium, in Russian produce. Although
the new Russian government has abandoned some of the farming practices of
the former communist leadership that supported mechanization and chemical
applications, still a lot needs to be done.
Russias
most intractable environmental problem has been the widespread radioactive
contamination from antiquated nuclear
reactors. Although since 1986 many Russian cities like Kapustin Yar,
Balakovs, Kostroma, and Tver, still suffer from high radioactivity

is not possible to close down all factories that are not environment
friendly, as it would mean dismissing workers and adding to the unemployment
in the society. Moreover, a single factory is often the only producer of a
vital component and closing it down may start a chain reaction that can
jeopardize other related factories. However, plans should be developed to
envisage the alternatives that may be gradually used to substitute the old
process and technologies.
With
the fall of the Soviet Union, and the rise of a free-market economy, Russia
will need to take environmental concerns more seriously in global
perspective and a national task force should be immediately set up to study,
analyze and suggest concrete corrective measures within one year.
The
aim of creating a healthy Russia can only be realized if we are able to
contain the source and the root causes of pollution by adopting following
action plan: -

NGOs, universities, and schools may be involved for monitoring the
environment. Each city may be divided into zones and within each zone
schools and colleges may be assigned responsibility for working towards
environmental conservation of their respective localities.
2.
The government may also provide assistance for establishing Eco-clubs in
schools and colleges for promoting participation of students in learning about
pollution control and help to reduce pollution.
3.
The over populated cities are facing a constant degradation in the air
quality. Hence, monitoring system for real air quality mapping and climate
modeling should be developed.
4.
Use of certain hazardous chemicals and pesticides should be immediately banned
and further consumption of other such pesticides should be discouraged by
imposing a 200% production tax and additional levies. The import of such
hazardous chemicals should not be allowed. Similarly the tax on tobacco and
alcohol should also be amplified.
5.
Special research should be undertaken to find natural pesticides like Neem
and natural fertilizers instead of chemical fertilizers. The use of
nature-based vermin culture fertilizers should be encouraged as they are 100%
safe and have no side effects.
6.
Use of chlorine gas and fluorides in drinking water system should be
immediately banned because fluoride has been known in scientific community to
cause Alzheimer diseases.
7.
In order to ensure healthy and clean air to citizens, investment in
transportation alternatives is necessary at both the state and federal levels.
The government can allocate a larger share of transportation resources to
check the growth in the number of private vehicles on the road and encourage
alternative transportation modes such as fast and efficient public / shared
transit system.

HOW TO REDUCE ROAD
ACCIDENTS IN RUSSIA
"Today
Russian society is suffering huge losses owing to injuries," Last year
35,000 people were killed on the roads, and the number of people injured and
left invalids in road accidents is seven times greater. Therefore, Russian
Government should target road safety in order to avoid soaring casualties by
considering following measures:
1.
The Government should fund the development of system for reducing the number
and severity of accidents on motorway and those resulting from drivers not
maintaining a safe distance from other vehicles.
2.
Russian Government should encourage the use of new technology like laser,
ultrasonic, infrared and radar surveys for managing the safety of routes.
3.
Human life is more precious than saving a few hours by hasty driving.
Therefore, maximum speed limit of 60 miles per hour should be enforced
throughout Russia. If need be, necessary law should be passed.
4.
Proper driving instructions should be taught at high school level at least
for one year in Class IX. Proper first aid technique should also be taught
in the same class where students will learn what they themselves can do in
case of an accident.
5.
Many places on the high way lack proper and clear road signs or sometimes
the exit signs are placed very near to the exit due to which people did not
get enough time to change their lane to the right side for exit. Therefore,
at least two miles before the exit proper signs should be placed.
6.
More caution and speed limits boards should be put up at all dangerous
roads.
7.
Additional road safety short films should be shown on national
channels on regular basis. Short films should also portray danger of fast
drivings.
8.
It should be made mandatory to provide back lights in the back windows of
the cars.
9.
Alcoholism is one of the main reasons for most of the automobile accidents
and account for the majority of injuries and deaths. Therefore breath test
should be implemented on large scale on highways and restaurants.
10.
Use of cell phones while driving should be immediately banned and heavy
penalties should be imposed as it is the most potential deadly driving
danger.
11.
Research shows that up to 20% of accidents on monotonous roads, such as
motorways, are fatigue related. Drivers fatigue is a serious problem
resulting in many thousands of road accidents each year even in
Russia. The Government should construct rest houses for drivers and
passengers and encourage establishment of motels along the long distance
highways to minimize fatigue-related accidents.
12.
There is also a need to improve the design of road markings at motorway and
dual carriageway trunk road junctions. The government should allot plots on
the highways for construction of public facilities, restaurants and also set
up Accident prevention cell to ensure regular inspections to identify the
roads where maintenance is needed. This department should look after the
repair and reconstruction of roads and bridges; resurfacing roads; cleaning
of the motorways; maintaining road lighting and communications systems etc.
