MAY GOD BLESS RUSSIA

This book is not merely a literary work. Rather, it is simply a blue print, that will help Russia usher in a golden era, provided politicians and bureaucrats put in their hidden yet positive energies and potentials to the best of use.

Most importantly, it is high time for the Russians to take a resolution with firm determination to realize the dream of making Golden Russia. Once having achieved this pious goal, there will be no need for looking back, as all the hindrances encountered in making of Golden Russia, will go on melting on their own. The author holds a great faith in the wisdom, ingenuity and enterprising spirits of the Russians.

18 POINT ACTION PLAN FOR GOLDEN RUSSIA

Proper planning, right policies and meticulous implementation can help in realizing the dream of Golden Russia. I propose the following action plan with the same purpose and vision. This outline plan has been detailed out in the subsequent chapters. The action plan is self-sustaining and this gigantic project of national importance can be financed with additional oil revenue.

If the plan is properly implemented it will increase national income and GNP by at least $100 to $500 billion. Thus, a mere investment of $ 3 billion can bring in $ 100 billion to Russia. More importantly, the action plan will improve the overall life of Russians.

1. Start a national and international 24 hours TV channel -"Happiness" with programs that help in making human life better and happier. The channel should emphasize on art of living, Preksha Dhyan (Meditation), promotion of vegetarianism and combating the growing alcoholism.

Total investment - $100 million.

2. A National / International commission should be established for reducing bureaucracy and reforming its goal to facilitate development of society instead of hindering and obstruction. A commission was set up in America to suggest the ways to reduce paper work by almost 90% by eliminating most of the paper formalities.

Prominent businessmen, academicians and scholars should be entrusted with this job. Similarly International Consulting Firms should also be hired for their impetus.

Total investment - $10 million.

3. To reduce the bureaucracy in Government mechanism and eliminate graft by 80%, a "Government Internet Portal" should be set up to facilitate all Governmental purchases and sales over $ 500.

Total investment - $ 10 million.

4. An international TV channel - ‘Beautiful Russia’ should be started in English for promoting tourism.

Total Investment $ 50 million.

5. Russian Government should exempt visa requirements for visitors coming from America, EU, Japan etc.

6. Issuance of "Green Card" for investors and knowledge workers within 30 days.

Total investment - $ 10 millions.

7. Planning and implementation of training programs for creating new job opportunities for 5 million Russians every year with interactive DVD and TV.

Total investment - $ 300 million.

8. A new program should be launched for improving the living standard of farmers and their income by 400% within 5 years. Developing videos on 400 major fruits, vegetables and herbal plants, implementing the best technology and importing seeds for them can also be taken up.

Total investment - $ 300 millions.

9. Drastic changes in school curriculum should be brought with added emphasis on comprehension and the right knowledge that help children to become intelligent and sensible human beings.

10. All small taxes should be eliminated constituting over 90% of all taxes and transparent tax systems should be placed in to minimize the possibilities of cheating and red-tapism.

11. Services from international consultants like Arthur Anderson, PWC etc. should be sought for increasing oil revenue for the Government.

Total investment - $ 140 million.

12. Railways needs an overhauling. A target of increasing an average speed by 100 percent and capacity by 200 percent should be set to make the best use of this most cost effective and less polluting mode of transport.

Total investment - $ 140 million.

13. The concept of "Holistic Health System" should be introduced on national level, incorporating 20 major "Alternate Health Systems", like - Homeopathy, Naturopathy, Color Therapy, Urine Therapy, Meditation etc.

Total investment - $300 million.

14. Setting up of "National Virtual University" to impart free and best possible education in 500 subjects at all levels for all. This will help people to update and enhance their existing knowledge in any subject of their choice.

Total investment - $300 million.

15. Russia must join European Union (EU) as it will give all round impetus to the country.

Cost: Preparation for joining EU - $ 200 million.

16. Russia should join NATO to strengthen its national defense thereby eliminating any chance of war with Europe as well as with America, where a fear of mutual annihilation exits.

Preparation for NATO standards - $ 500 million.

17. A 50% reduction in manpower is possible in Russian Armed forces. Remaining forces may be equipped with the best training using Computers and virtual Simulation techniques at par with the international standards.

18. Assistance from the world’s best technocrats should be solicited, so that Russian computer scientists can develop technical expertise of international standards.

ENCOURAGING MEDITATION IN RUSSIA

It is a matter of great pride that Russia is finally on the right path of real democracy. Spirituality can play a very significant and positive role in bringing real happiness to Russian citizens.

Introducing and supporting meditation in society on a mass scale will benefits greatly its followers without any adverse effect on society at large.

To counter the growing problems of social disorders in Russia, like - alcoholism, declining population, growing frustration, obesity, general ill health conditions, heart diseases, like - CAD (Coronary Artery Diseases), diabetes, blood pressure and many other health problems, meditation can do miracles.

The best antidote to these social disorders will be spirituality. Once a person has faith in a peer entity- Almighty God, lots of burden on him will be reduced. Because, now he can delegate the burden on God, and will no more constantly be worried by his consciences. Now, he has the confidence that some how all omnipotent God will very lovingly take care of him. This feeling of security will do miracles for his absolute well being. No more he will now have to indulge himself in excessive alcoholism to escape the hard realities of life. Now he has the God to share his agonies and pleasures, and not the self-ruining alcohol or any other vices in him. With this feeling in the mind, he will now feel more secured and much relieved. Spirituality has played a dominant role in Russian culture for centuries and the society flourished under its aegis.

In the present day Russian society, this is the most cost and time saving technique to help people to conquer all the major problems in life.

To achieve this pious goal, an autonomous body comprised of meditation and human behavior experts may be set up. It will help ensure the smooth running of a newly set up 24-hour National TV Channel - "Happiness". The channel will help an average Russian to be healthier, happier and most significantly, spiritually awakened.

Therefore, the Government in Russia may play a vital role in re-establishing the age old tradition of spirituality Preksha Dhyan (a kind of meditation established by an Indian Jain saint Acharya Mahapragya in Moscow), Transcendental Meditation (propounded by Meharshi Mahesh Yogi in the present era and other renowned seers), The Art of Living etc., have been scientifically proven by many a scientist and medical experts of the world, to help cure all the above problems. With the help of these self-developmental techniques, one learns to communicate silently with his inner-self (soul). Once the communication is well established with the supreme soul, it can do miracles, as the meditation is a technique to connect an individual soul with the universal supreme soul. That is why the word miracle has been established in human consciences inadvertently.

Total budget for the new channel may be $100 million per annum. It should be given in the form of a Government grant to the newly constituted autonomous body.

MAGIC FORMULA FOR PROSPERITY

Interest rate in Russia should be drastically cut down and it should be linked to those of European Union, like 2-3% per annum. This one action alone will have far reaching effect and favourable consequences like: -

I. Reduction in Inflation,

II. More employment opportunities,

III. Increase in GNP to 10-15% per year.

The Russian industries will be able to compete internationally and its economic activities will be more credible and cost effective, as interest rate plays a vital role in the profitability and cost of any enterprise, whether big or small.

The Government deficit financing will be drastically reduced because of very low interest cost on Russian bonds, besides the income from additional sources and economic activities.

Interest rate has a direct connection to inflation rate. Lowering interest rate will definitely lower inflation rate, as it has been happening in America and Japan.

Many people argue that low interest rate will fuel economic activities thereby fueling inflation. But, it is not correct. Historically it has never happened in any country. But certain banking lobbies perpetuate this theory, that they can make more for their money on high interest rate.

Russia should break this catch 22 and bring down interest rate drastically. This action will create a win-win situation for all in the society and would prove to be the MAGIC formula for economic prosperity of Russia.

HOW TO INCREASE OIL REVENUES IN RUSSIA

Russia heavily depends upon energy (mainly oil and natural gas) exports for critical shares of its total export earnings and government revenues. Oil export revenues also are used to help pay off Russia’s large foreign debt. The sharp rebound in oil prices over the past few years has been good news for Russia and especially for its oil sector. The suggested measures to enhance the increase in revenue from oil are given as hereunder: -

1. Russia has huge quantity of natural gas in Siberia. Pipelines should be laid in co-operation with China, Japan and South Korea. These countries have very high oil and natural gas demand.

2. A central tax should be levied on percentage basis per barrel of North Sea Oil prices. For example, if North Sea Oil price is $35 per barrel and, the tax is 20%, then the tax will be $7 per barrel.

3. More than half of Russia’s merchandise export revenues come from the sale of oil, oil products, and natural gas. The Russian government should cerate stabilization fund in which all extra revenues $20 per barrel should be transferred to this fund, which will be used to for further oil exploration and plans for betterment for an average Russian, as fundamentally oil wealth belongs to all Russian citizens. They must be benefited.

4. A new intensive survey shall be conducted with meticulous planning on the land using latest sensory devices. That will help locate at least 100% extra oil reserves in Russia.

5. Off coast area in sea should also be researched intensively for oil reserves.

6. Russian oil production has rebounded over the past few years. New refineries should be set up in combination with multinationals to further boost oil revenue. Special incentives should also be given to companies.

7. Although Russian oil and natural gas revenues provide as much as 40% of the national government’s budget (and more than half of export earnings), mainly through taxes on hydrocarbon production and duties on exported crude and products. Yet Russia should not remain over dependent on hydrocarbons. Instead, it is recommended that Russia should push ahead with diversification in alternate resources of energy.

WHY RUSSIA SHOULD JOIN EUROPEAN UNION

Seeking the membership of European Union is the most important step towards realizing the dream of Golden Russia. This one move alone will help in resolving major problems and there is no conceivable flaw in this action. The only prospective negative point in becoming member of European Union is that it may affect the Russian pride, which is not true. Some old style bureaucrats may also feel threatened as they will be no longer able to weild unlimited power on Russian society. A prosperous and happy Russia is more important than the whims of certain individuals and Russia has certainly nothing to loose in becoming a member of European Union, the gains are rather enormous:

1. Membership of European Union would lead to monetary stability. Once European currency is adopted the problem of devaluation will be eliminated, as Russians will also be using Euro which is today one of the strongest currencies in the world.

2. The biggest problem of high inflation rate will be resolved automatically in Russia.

3. There will be a free flow of huge number of tourists from Europe into Russia thereby contributing a lot of revenue and creating more number of jobs.

4. Technological and business management skills of other European countries will also benefit the Russian society at large.

5. Membership of European Union would help pave way in getting membership of NATO. This will also help Russia in securing membership of World Trade Organization (WTO).

6. The strong exports and business in this vast trading block will also benefit Russia in strengthening its trading power.

WHY RUSSIA SHOULD JOIN NATO

It looks; it is high time when Russia should make an entry into the NATO to take up its membership. The fact remains that today Russia is not Soviet Union. In the recent years Russia has made tremendous progress in reforming the nation in to a democratic and civil society.

Russia has been carrying a feeling of insecurity for over last 50 years and has fought a long cold war starting from the year 1918. Through this period Russia posed the most serious threat to NATO. European and North American leaders felt a possible threat posed to their democracies by both insurgencies of the communists as also the Soviet military threat. Accordingly, Atlantic and European leaders negotiated the Washington Treaty in 1949, establishing the North Atlantic Treaty Organization (NATO), which aimed to provide common defense to the member nations. Ever since NATO’s creation, the relationship between NATO and Russia is far better than at any time.

NATO and Russia, since then, have signed an important agreement called the Rome Statutes, giving the Russia a status of an observer within NATO. The agreement provides the Russia with the right to vote on all non-important matters within the North Atlantic Council. Many a vital issues however, are still unsettled between the Alliance and Russia.

It remains a fact that Russia makes 10 times more nuclear weapons than America. It continued to do so even at the cost of serious threat to many other countries of the world. But today Russia realizes the need for establishing an absolute peace in its own land as well in the whole world. While this noble thought helps to eliminate themutual rivalry between the Russia and America in the race to prove their supremacy over each other.

Today both the nations feel the need of establishing the peace in the whole world and seems to strive hard to accomplish this common noble goal. The golden opportunity arising from the chaos of collapse and disintegration of USSR has surely made Russia to think positive in this direction. Now, with God’s grace cold war has ended. NATO countries and even America have become friends to each other, Russia has also become a member of G-8 group, the most powerful association of the nations on the earth. In this sprit of friendship, now right time has come for Russia, that instead of remaining adversary it becomes a friend and equal partner of NATO countries. It will help eliminating any threat of total mutual destruction and war on both sides and creating a new dawn of peace in the world. It will lead to a healthy environment of creating new job opportunities for Russia and NATO countries. This move will help Russia usher into a new age of prosperity and peace. It will be a Win – Win sort of situation for all.

By signing the treaty of NATO Russia looses nothing, rather it gains tremendous world acclaim. Then what Russia is waiting for? Hurry it up Russia!! By getting enrolled in NATO Russing has golden opportunity to prove to the whole world, that the manufacturers of the world’s biggest haul of weapons are one of the greatest protectors of the peace endower of progress and prosperity to the world. It is like a step more towards the making of dream Golden Russia. All the NATO members including entire Europe and USA are eagerly waiting to offer a red carpet welcome to Russia in NATO.

HOW TO BRING POLITICAL STABILITY IN RUSSIA

Political structure is the backbone of any country. Even the social and economic status of a country is decided by the structure of its Government. It is very important for any country in the world to have permanent political stability for getting the faith of its public and from other countries, which is inevitable for its growth and sustenance in the global scenario.

When there is a change in the Government of a country, it is not merely a change in the ruling political party. In fact, the new set of people who take up the chair bring new plans and policies for the country. It is often different and some times even contrary to former Government, which deviates the whole country from its path of progress.

Internal conflicts in the Russian government have impeded progress in many areas. Moreover, the tension between the central leadership and regional representatives has also contributed to Russia’s slow progress.

America has an ideal model of rock solid democratic political stability that has helped it to become super power of the world. Even the American dollar is the most trusted popular currency all over the world for the same reason.

Similarly, if Russia adopts a presidential form of Government, not only the citizens of Russia, but the whole world would also have a stronger trust in its political system.

On one hand if the stability of Government is increased the nation would save huge money spent on unsolicited elections, while it would also motivate the industrialists and entrepreneurs to make more investments.

The effect would be manifold, if besides the Government, the other three pillars of a democratic society viz. Executive (President), Legislature (senate and congress) and Judiciary are also strengthened simultaneously.

HOW TOURISM CAN CREATE MILLIONS OF JOBS

Tourism is one of the major industries in the world. Scores of countries base their economy upon it. Russia is undoubtedly a popular tourist destination among all the countries of the world. It gets a major chunk of its tourist influx from Germany, Finland, USA, Great Britain, Italy, France and Japan. In this new era, Russia has a very rich ancient cultural heritage and unique natural potential which has attracted the interest of the foreign tourists.

There is an adequate potential for the growth of tourism in Russia by encouraging heritage tourism, eco tourism, cultural and educational tourism. Tourism can provide 2 million new jobs in Russia within 3 years at a very low investment of $630 million per annum.

It is proposed that Government should set up a new goal of attracting at least 10 million tourists to Russia every year within next 5 years, so that Russia can earn at least $ 20 billion as foreign exchange every year. To realize this gigantic venture, I make the following simple and relevant suggestions:

1. An autonomous board under Ministry of Tourism

To promote tourism it is suggested that a separate autonomous board should be constituted under the Ministry of Tourism, which should be headed by a senior level officer of the Government of Russia. There should be four other members on the board selected or nominated by the different sectors of tourism industry. This Tourism Promotion Board would prepare policies and programs for the promotion of tourism and provide necessary assistance and advice in the development of the industry. The Board would also provide all types of facilities to the tourists like - centralized money exchange, bus-rail-car-air facilities, hotel reservations, state tourism counters and tourist guides.

2. Employment Generation Through Tourism

Like all other countries even Russia too is prone to the problem of unemployment. More than 20 million youths are under the grip of this problem. Government of Russia needs to address this problem seriously by taking initiative for implementation of the employment schemes and self-employment projects.

The Employment Exchanges, Employment Bureau, Placement Services etc. should be geared up for providing suitable jobs to the educated youth in the country. Tourism can play a very crucial role in generating employment. To accomplish this gigantic mission, I suggest that Government should utilize the services of the unemployed youth by providing them suitable training in the field of tourism: -

The autonomous Tourist Board will set up Reception Committees at each International airport to increase the tourist influx in Russia. The members of the Reception Committee will organize "Welcome Ceremony", Folk dances, Welcome Songs etc. in honour of guests (the tourists) while following the ancient traditions and cultural practices of Russia. Each and every tourist would be garlanded by the members of the Reception Committee. The Reception committee should be headed by a Protocol Officer. Similar kind of reception is being given to tourists in Hawaii, USA.

Training of tourist guides/instructors is very essential for providing proper facilities to the tourists. The services of these guides may be utilized as per the desire of tourists. These guides would be well conversant with all the historic places, famous buildings, important sites etc. situated in the area concerned and provide useful information to the tourists. To train these guides, some instructors may be appointed, who will provide necessary training to the newly appointed guides. For this purpose, about 100 practical training centers may be set up all over the country. These centers would provide intensive training courses to the Guides. In addition to these, video-training course for the benefit of guides who are working in rural and remote areas of the country may also be prepared.

Suggestions

1. Unlike all other industries tourism brings in maximum inflow of foreign exchange. Hence tourism, including hotels should be declared as tax-free Export Processing Zone.

2. All imports related to tourism and hotel industries like - luxury cars, other related items etc. should be made duty free.

3. At present Russian hotels seem expensive in comparison to other hotels of the world. This is a big hurdle for the promotion of tourism industry. Therefore, 5000 suitable plots all over Russia should be allotted at a very reasonably low cost to international hoteliers with all necessary clearances to enable them to build standard hotels conforming to international standards in entire Russia. Now with this scheme, thousands of new hotels will be built and hotel charges will automatically come down to induce the tourists to visit Russia in larger numbers.

4. In today’s world of consumerism media can play a vital role in promoting Tourism. Russian Government should take help of global print and electronic media fraternity in enhancing its image as an attractive and safe tourist destination.

5. A total of 5,000 suitable plots of land all over Russia should be earmarked for the development of hotels and resorts to promote tourism industry and a very nominal rate should be charged from the entrepreneurs while allotting the same. These hotels could be built as a joint venture or on B.O.T. basis. It would be better if a Tourism Development Fund is set up to bridge "critical infrastructural gaps."

6. The private sector (Russian as well as foreign entrepreneurs) should be invited to join hands with the government for taking up new ventures in hotel industry. Emphasis should be laid to develop eco-friendly tourism.

7. There should be a proper coordination among Central and State Governments, public sector undertakings and the private sector. Programs of site-seeing the monuments, various art forms, handicrafts, folk dances, traditional fairs and visits to the exhibition of sputniks, space ships, space stations and cuisines should also be included in these services, for the preservation and enrichment of Russian culture and heritage.

8. It would be better if Russia encourage the participation of NGOs, local bodies etc. to develop a vast facilities for tourists. It would not only reduce the regional imbalance but also improve the social and economic standards of rural masses.

Centers for Yoga and Naturopathy for Tourists

It will be in the interest of the industry, if a number of yoga and naturopathy centers are set up or tourists. These centers should be built up in the natural surroundings, for which Russia has been known.

New Tourism Policy

The new tourism policy of Russia should give more concessions to the tourism industry so that it may achieve the set target and earn more foreign exchange for the country, which is the need of the hour.

Following are the suggestions for framing the new policies on developing tourism in a better manner in Russia:

1. Granting of tourist visa on arrival.

2. 5,000 plots to be allotted on heavily subsidized rates for hotel construction.

3. Plots for construction of restaurants and public utilities to be allotted at 600 tourist destinations to reputed national companies.

4. Setting up signboards in Russian and English language at 600 tourist destination approach roads.

5. Producing 100 video films on different Russian festivals and 600 tourist spots.

6. Setting up an international satellite TV channel promoting the positive side of Russia, and its tourist potential.

7. Creation of a Tourist Safety Force of 2,000 persons, who would be deployed in all major tourist spots.

8. Welcome Ceremony for each tourist at the airport.

9. Setting up of special regular train, bus and air links at all 600 potential tourist destinations.

10. Construction of 10 new international airports on B.O.T. basis.

11. Russian Federal Government may increase funding for Ministry of Tourism by 400 %.

12. Appointment of a Tourism Promotion Officer at each Embassy in different part of the world.

13. Setting up of additional ‘light and sound show’ at 100 major tourist spots lighting the rich cultural heritage of Russia.

14. Setting up a daily Russian Cultural Programme at all major tourist spots.

15. Utilise the services of private cleaning agencies on contract basis at all 600 tourist destinations.

16. Special encouragement for setting up of time-sharing resorts.

17. Scholarships to be provided for 100 Ph.D. thesis on 10 most popular tourist destinations in the world, dealing with the subjects like - ‘Why they are so popular’ and what ‘Russia can learn and implement to increase tourists’ inflow.

18. Presenting of a memento to each departing tourist as a goodwill gesture costing $ 05 each.

19. A 24 hour tourism channel may be launched to promote Russia world wide in English.

20. The Government may initiate issuance of free visa on arrival for tourists. Like Switzerland, it may also abolish visa requirement for tourist who come from Europe, USA, Japan, India etc.

8 Points For Developing Tourism By 400%

And Generating Jobs For 2 Million

1. The Russian Government may subsidise jet fuel to encourage international airlines to make Russia a stop over destination Total investment: (20 Million).

2. A reduction in landing charges for the international airlines can increase the airtraffic, which in turn will compensate this and would also help in increasing the tourists arrival in Russia.

3. Special lighting and acoustic arrangements should be made at the best 500 tourist and historical spots. (100 Million).

4. Russian cultural programs may be started at popular tourist destinations in major cities similar to that of Rose Garden in Bangkok. (100 Million).

5. A training program for guides should be arranged for teaching English, German, French, Spanish, Japanese, Indian, Chinese etc. languages to enable them to help tourist coming from these countries in knowing more about Russia. (10 Million).

6. Renovation and beautification of 500 important and attractive tourist spots should be taken up at a war footing. (200 Million).

7. Help of international advertising agencies should also be sought to promote Russia in the international tourist scenario. (100 Million).

8. Government should allot 5000 land plots at very nominal rates all over Russia for setting up premier international Hotels. These multi star hotels will eliminate the state of room shortages in Russia. The Government should also allot such land on a turnkey project basis, along with all necessary Governmental approvals well in advance.

Having traveled more than 50 countries of the world during the last 33 years, I had an opportunity to see for myself different facts of life in many other industrially developed countries. In developed nations an average person is earning more than $ 3,000 per month. God has bestowed upon us with the same two hands, mental & physical and mental capabilities and equal opportunities to all the human beings, then why does it so happen that the people of some nations have to slog hard to reach at par with the people of developed countries? Russians are mentally as well physically at par with people of any other country in the world, but still the fact remains that it needs to improve the employment status drastically.

Careful observations reveal that following are the reasons for this callous but deplorable situation: -

1. Lack of initiative and desire for improvement.

2. Lack of sense of patriotism.

3. Lack of moral values in society.

4. Lack of proper training to individuals in respective fields to enable them to do their job in the best possible capacities.

5. Lack of sufficient funds.

6. Inadequate use of modern technology in the field of industry and agriculture.

To cure these basic problems in the shortest possible span, some magic wand has to be found out that may help Russia’s per capita income to grow by 100 percent within 5 years.

The modern technology certainly provides miraculous solutions to some extent to the problems listed above in the following manner:

1. Merely providing a job or help by granting monetary aids to a person will never suffice to relieve him from the possible stigma of unemployment, since he will always lack proper initiative and technical eco-friendly know-how needed in the 21st century.

2. Extensive efforts should be made to impart training to at least 10 million persons every year with the best possible knowledge available in the world, in 1000 different fields related to trade, industry and agriculture using the latest technologies pertaining to electronic media i.e. satellite, video, TV, and news papers.

3. Russia can certainly provide highly remunerative job opportunities and business to more than 40 million people within a short period of four years.

To accomplish the noble aim of meeting out the possible futuristic unemployment, following is the action plan: -

Start a national and international TV channel HAPPINESS running 24 hours a day. This will have all the programs, which help to make a human life happy like: - (1) The Art of living. (2) Preksha Dhyan (3) Promotion of Vegetarianism (4) Helping people to stay out of Alcohol.

Interactive DVD Training Program

Setting up of 1 million interactive DVDs along with color TVs all over Russia at all levels. The "DVD Training Programme" being vocational in nature will run after school hours in the same buildings or any other available public or private buildings.

National TV Channel

1. Setting up a National TV channel hook-up with satellite to run 24 hours a day exclusively for this purpose (with 10 channels).

2. Making of 1000 DVD films on all possible jobs, trades, small scale industries, agriculture etc. using latest and best knowledge from all over the world.

3. To establish practical training centers at different strategic points in Russia.

4. Simultaneously, industries must be encouraged to create training courses of their own to provide training with latest technical know how to a total of 10% of their labour strength, drawn from dependents and relatives of their own employed strength and provide them a reasonable stipend per month as a part of their social obligations.

5. To employ 10,000 technically trained instructors for this purpose. Equip them with latest training tools and methods to enable them to instruct and teach through these DVDs, as also training in operating, repairing and maintaining TV and DVD sets. These instructors will also be trained to spot proper talent and desire in the students and guide them to adopt vocations of their choice.

6. These highly qualified instructors would be responsible to impart practical training and wherever necessary to refer the trainees to higher training centers to be established at district level in different states of Russia. After successful completion of practical training on TV/video, the instructors / supervisors would help the trainers to embark upon a career, which may be self-employment, cooperative set up or assisting them in getting jobs.

7. The basic thrust of the program will be to help the unemployed or semi-employed to acquire a technical skill, from which they would be benefited financially by undertaking a job or going in for self-employment.

8. Russia may start publication of some 200 newspapers and technical magazines on at least 1000 trades and industrial opportunities which will impart and update latest knowledge to all the people interested in seeking the employment.

9. It is desirable to prepare detailed manuals for DVD Instructions for each of these vocational training courses. With lips synchronization, these DVD training courses will shorten the time span required for getting practical training by 80%, as their conscious and sub-conscious minds have been fully exposed right from the beginning to the latest technical know-how in the vocation of their desired choice.

10. Setting up of a "National Virtual University" to impart free and best possible education in some 500 subjects at all levels for all. This will help people to update and enhance their existing Knowledge in the desired subjects of their choice.

11. To set up nearly 1000 "Practical Training Centers" for students, after they have finished their three months intensive training on interactive DVDs. This is very essential to provide them first hand practical training.

Setting up National TV Channel

TV programes can be made interesting and exciting with the help of renowned video film producers endowed with great command in producing such serials. It should touch the core of the heart of millions of Russian viewers. In fact, an initiative is required to be taken up immediately at Federal Government level in this regard. Renowned producers of national repute should be assigned this task. They need to be taken in to confidence to prepare themselves mentally to fully cooperate for this national cause. Thus, people all across Russia will be encouraged to watch and learn through TV and video programs with full concentration and enthusiasm. This will help them to learn new skills to stand on their own legs to face the challenges of the future.

Team of these video film producers will travel all over Russia to study the potential and requirements of different parts of the country and may visit other selected countries to acquire the latest technology and know-how in each of the vocation that may easily be adopted in Russia.

Russian Government may expedite the process of preparation and implementation of training programs aimed at improving living standards of the Russians thereby creating new job opportunities for 10 million Russians every year with interactive DVDs & TV.

A pool of scientists and businessmen will be created to find out and invent ways to integrate these technologies into Russian needs and situations.

Project Management

The Ministry of Urban and Rural Employment of Russia will execute the project. Its supervision will be carried out by a consortium of Government agencies, big business houses, trade unions, reputed Non Government Organizations (NGOs) to get best possible management available in the Russia.

Therefore with a mere investment of $ 60-per person this program will be...

Basis of the calculation

The basis of this calculations as to how 10 millions persons will get job oriented training every year and it will cost less than $60 per person is enumerated below: -

- One video TV set will teach a class of average 15 student X 2 classes every day X 4 session in a year = 120 student

= 120 students will learn from one TV in a year X 100,000 TV sets and multiple courses opted by them

= 12 million students less drop out of 2 million students.

= 10 million students per year.

10 million persons will be trained every year with a cost of $60 per person. Therefore, 10 million students x $60 per person = $600 million per year.

Therefore, with a meager investment of $60 per person, 10 million Russians every year may get meaningful job training in one year.

HOW TO PROVIDE FREE COMPUTER EDUCATION

NEW COMPUTER TV CHANNEL

Today, Russia is facing the crisis of chronic poverty and illiteracy. In the face of natural adversity agriculture and related industries do not have much scope. In such circumstances where technical education is not in reach of general public, starting an international "Computer Education TV Channel" may serve as one of the most cost effective and quick result oriented methods to promote computer literacy, and thereby enhancing job prospects. Computer literacy and computer education is most essential in the 21st century and the need of the hour.

Russia should start a national and international 24-hour TV channel exclusively to promote computer literacy and Computer Education up to the level of C++, JAVA and SAP etc. The TV education should be given free of cost. The international channel will run in English and the National channel in Russian.

Followings are the suggestions to set up the proposed international computer TV channel:

1. An autonomous body, comprised of computers, Silicon Valley and human learning experts, should set up this new channel. This system should be framed in a fun – way which makes learning easy and interesting.

2. It will create an excellent good will for Russia all over the world, as millions of poor people around the globe will have a unique opportunity to learn computers free of cost at a convenient time of their own with ease at their own homes.

3. The same programs should also be made available on a vast Internet University Portal, where one can learn at any time an any subject of his liking.

4. This project of computer education TV channel can be realised with an investment of $100 million.

At least 10 million people every year will be benefited in Russia by this channel and another 50 million people in countries like America, India, China, Africa and Europe.

The top-most experts of the world in this field will help impart there IT knowledge through this channel. For the smooth implementation of the computer education TV channel consultation may be sought from organisations like TIE, Indus Valley Entrepreneurs Group from Silicon Valley, California which has the best brains of the world including Azim Premji, Narayanan Murthy, Shabir Bhatia, Suhas Patel, Kanwal Rekhi.

Besides the funding and support of Government, Russian and foreign NGOs may also be associated for the commencement of the proposed TV channel.

HOW TO IMPROVE RAILWAYS IN RUSSIA

Railways are the only ministry and public department of Government of Russia which bears a direct connection with millions of people. All Russians irrespective of class and status use railway for travel.

Golden Russia Foundation is a nonprofit NGO, which is working for the overall development of the country and it is committed to making Russia truly golden.

I submit my humble suggestions that may help transform the Russian Railways as the best in the world:

1. Railway system in Russia needs an overhauling. A target of increasing average speed by 100 % and capacity by 200% should be set to upgrade the most cost effective and least polluting mode of transport. A comprehensive strategy should be devised so that the goal of increasing the total capacity by 200 % is achieved with minimum investment and in shortest possible time within the next 5 years. Plans for increasing speed of trains and reducing the traveling time should be designed and infrastructure should be developed in lines with the objective.

2. A goal may be set to increase passenger and freight capacity by 200% within 5 years. To realize this goal, following measures can be significant:-

(i) The length of the platforms in Russia needs to be standardized and should be increased accordingly at all the required stations.

(ii) The number of bogies should be increased by 50% to 200% in all trains to gear them to take up the additional passengers.

(iii) The rail engines should also be modernized and their power capacity should be upgraded, wherever necessary.

(iv) The frequency of trains on all busy routes should be increased by 100%.

(v) Encourage setting up new factories for modern bogies and production capacity of the old ones should be enhanced. This would help in meeting the domestic needs and boosting the exports as well.

(vi) There is an impending need to completely modernize the railways. Railways already has 50 to 65% of surplus staff. If the passenger capacity is increased, the manpower and all the other resources would be optimally utilized and there will not be any problem of surplus staff and idle hours.

(vii) International conferences and exhibitions should be organized to know and talk about all latest developments and technology in the field of railways.

(viii) Entrust leading consulting companies of the world from USA, Switzerland, Japan and Germany. It will cost around $50 million for their services, but they will save Russian railways hundreds of million dollars.

3. Concessions in railway fare should be provided to students, handicapped and senior citizens and free railway pass may be rendered to all media people.

4. The amenities being provided to railway passengers need to be improved and all services should be at par with international standards.

5. There is an immediate need for improvising the existing railway infrastructure to reduce rail accidents by 90% and to eliminate all its possible causes.

6. Detailed plans should be made for incorporating the latest and modern technology for expansion of railways.

7. Special tourist trains like "The Palace on Wheels" of India can be made a regular feature of railways all over Russia after examining their economic feasibility. This would add a totally new dimension for encouraging foreign tourists to travel by Russian railways and explore the vast country. This calls for a paradigm shift in planning and approach.

8. Railways can utilize its property in a much better way, so that it benefits the society at large and at the same time brings financial rewards to railways. For instance, Railways can allot plots of its own land to developers on a partnership basis for constructing shopping centers, commercial buildings, residential houses and apartments. Similarly the unutilized space on railway platforms can also be allotted on lease or rent or revenue sharing basis for commercial activities. This strategy will yield minimum revenue of $100 Million per annum to the Railways as per the meticulous assessment carried out by Golden Russia Foundation. This will also generate employment opportunities for about 100,000 Russians.

9. Russian Railways may make use of Global Positioning Satellite (GPS) for effectively managing its properties located at various places.

10. Similarly, all the bogies of modern trains should be accessible through GPS to all authorities concerned so that they can locate and communicate in case of contingencies.

11. This entire project of starting a TV Channel can be realized with an investment of a minimum sum of $20 Million per annum.

12. The quality of food currently served in Russian Railways is low and yet very expensive. Even the choices available to passengers are very limited, hence variety of international cuisine may be included. Railways should charge only nominal cost from the consumers.

13. Healthy food should be made available at all stations and the best restaurants in local areas should be entrusted with this job. Popular and reasonably priced healthy fast food can also be made a part of the food offered by Russian Railways.

14. First aid training should be provided to all Train Ticket Examiners, conductors and other support staff of railways to cope with any emergency situations and immediate medical assistance to passengers can be ensured.

15. On all major railway stations, banks may be provided space to open their extension counters and ATM facilities. The banks would welcome this gesture, the passengers would get an extra facility and Railways would also get additional revenues from the rentals.

HOW TO IMPROVE HEALTH SERVICES

The health of the Russian population continues to lag far behind its optimum potentials. Devastated by disease and alcoholism, mortality rates have risen dramatically. A lot remains to be done by Russian Government in this field.

Experts opine that the population of Russia may drop to its half in next 50 years while deaths will exceed births by about a million every year. This quiet crisis in Russia has taken away lives almost like a catastrophe of historic proportions.

The Russian Government needs to take a serious account of the deteriorating public health.

Russian Government should create a robust public health response to the high levels of communicable and non-communicable diseases.

1. The premature death rate is one of the most important problems in Russian health care which needs an immediate attention.

2. The political parties fighting for votes in election should choose to make public health a major campaign issue.

3. The Soviet Union has always been infamous for its staggering vodka consumption and the contemporary Russia’s thirst for vodka is getting worse. Russian men on average are drinking about five bottles of vodka per week. Russians - adults and children alike - consume 14 to 15 liters per capita per year. In effect, many Russians are drinking themselves to death. Drinking is one of the major reasons for many of the violent and accidental deaths in Russia. Russian Government needs to put some prohibition menace of and regulatory provisions for checking the ever-growing alcoholism in the country.

4. Russians are also heavy tobacco users. Two-thirds of men and one-third of women smoke. Russian Government should levy heavy taxation on manufacturing and sales of cigarettes and alcohol.

5. There is also a rapid spread of drug-resistant tuberculosis, AIDS and other sexually transmitted diseases in Russia. One study predicts HIV will infect some 13 million Russians by 2005. Russian Government should initiate awareness program for safe sex education and prevention of sexually transmitted diseases.

6. Russian Government needs to revamp drinking water system as almost one-half of the Russian population use water that does not meet public health standards.

7. In order to attain good public health, special projects for providing free healthy nutrition to children and pregnant woman should also be initiated.

8. Estimates for abortions performed in Russia range from 3.5 to 7million annually. Considering the rapid declining population, Russian government should immediately ban the abortions unless specified clinically.

Russia should introduce the concept of "Holistic Health System" at national level. The new system will include at least 20 major "Alternative Therapies", like - Homeopathy, Naturopathy, Color Therapy, Urine Therapy, meditation etc.

Russia is already spending a lot of money on its health care.

1. Modern medical system itself is based on inconsistent principles, which keep on changing. Medicines that were used 10 years ago are now discarded because of their toxic and other side effects.

If allopathic system of medical science is fully science based, then why these medicines were approved and prescribed in the first instance? Science means things and theories one can prove. Hence, if these medicines are proven wrong today, it automatically means that they were wrong at that time also. In other words they were not fully science based. They were based on the interest of the pharmaceutical companies that either manipulated the raw data for their benefit or did not care to do thorough research on these medicines. Perhaps there exists a huge nexus between big drug companies and practicing doctors.

2. A large number of Russians die in hospitals and homes only, because doctors’ prescriptions are illegible or due to some misunderstanding in hospital’s staff and administration while administering different medicines to the patients.

To resolve this problem, the Russian Central Government should make it mandatory that all the prescriptions should bear clear instructions regarding the sequence and combination in which medicines should be administered. It must be printed in capital letters using computers. In the modern computer age, it is pertinent that every medical practitioner should posses a computer in his clinic. All the medical records of each patient should be stored in that computer, which should also have a database programme to alert the doctor, in case a particular medicine prescribed by him is unsafe for the patient because of his past medical history.

The computer will be able to warn against any specific medicine prescribed by the doctor, on the grounds that it does not match the parameters of patient’s sensitivity and affects the body systems of the patient like- blood pressure, sugar level, heart, lungs, liver. Other medical parameters should also be brought in to mind to warn a medical practitioner by the computer to discard the use of certain medicines against which the patient is sensitive.

3. It is suggested that the Russian Government must develop this software which will cost $10 million and it should be provided free of charge to all medical practitioners in Russia. It should also be provided on Internet for the entire world to get free access and download.

4. For holistic health purpose, a homeopath and naturopath having minimum qualification in their respective fields should be allowed to practice although not being an qualified medical practitioner in allopathic stream of treatment.

5. It is further interesting to note the fact that not a single person ever died because of consuming any wrong homeopathic medicine. In the present modern times also homeopathy has been very effective in treating a majority of human illnesses. At the same time over 100,000 people die in Russia only due to wrong medication or faulty combination of allopathic medicines. Not only that millions of other people suffer from the toxic side effects of allopathic medicines. Hence, there is no need to burden the youths of Russia to waste eight years of precious time of their life to study medical sciences to acquire a medical degree, just enabling them to practice homeopathy or any other stream of the alternative therapy.

Therefore, I request the Government of Russia to change this irrelevant law to allow homeopaths, who have a qualified degree from a recognized institution from any part of the world to practice homeopathic or Ayurvedic system of healing. Untill now medicines related to the alternative therapies have not shown any side effect or death among millions of people who consume it in Germany, Switzerland, France, India and many other parts of the world.

There is simply no correlation between allopathic and homeopathic systems or any other stream of alternative therapies as they all are based on entirely different sets of rules and principles. Therefore, the restriction of getting degree in modern medicine before practicing homeopathy should be abolished with immediate effect. This one scrupulous act will benefit millions of Russians and will help only to slash down the cost of medication drastically.

A fund of $100 million per annum should be allocated to re- establish harmless alternative therapies like Yoga, Naturopathy, Colour therapy, Ayurveda and Homeopathy, so that people can get simple, low cost effective and harmless medication without side effects to help be cure a their illnesses and live a healthy & vibrant life.

Miracle of Stem Cell

New research in the field of Stem Cells should be fully funded and at least $ 3 billion worth yearly budget may be earmarked for this purpose. Proper safeguards are essentially needed against immoral and unethical use of "stem cells" for human cloning.

This does not warrant a ban or discourage and further research on stem cell or its use in the future. Because, this is going to be very cost effective and yet will prove to be a beneficial technique in treating human illnesses, as stem cells have a power to transform a weak heart, kidney, liver, brain etc. into absolutely healthy and rejuvenated organs at a very low cost and without going in for any surgery. A doctor simply injects a stem cell preparation in the patient’s body, and these cells help generate new organs or repair the damaged ones.

A needless debate is going on in across the globe including Russia, whether or not the Russian Government should promote the further research work on stem cell or not. I think it is in human and unethical to stop a miraculous technique from benefiting human beings. Many people and countries may have selfish and senseless motives to misuse the technology for their own gains. Hence, a proper public awareness and information campaign is urgently needed to make people understand the good use and vast benefits of ‘stem cell therapy’.

HOW TO CONTAIN GROWING OBESITY IN RUSSIA

Over the last decade, obesity has grown as an epidemic and public health problem all around the world including Russia. After smoking, obesity and overweight comprise the second most preventable cause of deaths in the Russia. Particularly youngsters and children have been the badly victimized by it and gaining more and more weight. This increase in the national girth is giving way to such debilitating and chronic diseases like- diabetes, joints and muscles ailments, and even heart diseases.

Today sizeable numbers of Russian adults are overweight, and half of these are obese. If the growing obesity were not checked, in next four decades all Russians would be overweight. It’s estimated that every year obesity-related diseases cost very high to the Russians every year.

Over the last decade, obesity has grown as an epidemic and public health problem all around the world including Russia. After smoking, obesity and overweight comprise the second most preventable cause of death in the Russia. Particularly youngsters and children have been the badly victimized by it and gaining more and more weight. This increase in the national girth is giving way to such debilitating and chronic diseases like- diabetes, joints & muscles ailments, and even heart diseases.

Obesity can no longer be regarded simply as a cosmetic problem affecting certain individuals, but obesity is growing as an epidemic that threatens global well being. Obesity and overweight has become one of the major public health problems in Russia. Today more than half of the adult population in Russia is overweight. The growing obesity is damaging human health, raising the incidence of heart diseases, joint and muscle ailments, stroke, breast cancer, colon cancer, arthritis, diabetes etc.

The first and foremost step to help curb the rise in obesity in Russia is to consider obesity as a "national public health issue" and not merely a personal issue. A newly framed "Food Guide Regulations’ directed specifically towards children issued by the Russian Government will be a good move to curb the growing menace of troublesome trend of obesity.

Russian Government should initiate an awareness campaign highlighting following measures to restrict the expansion of obesity:

1. In Russia poverty has been a severe problem and more than 25% population is below the subsistence level in the society. The increase in food costs have forced families to substitute bread and potatoes for protein. Besides poverty unhealthy focus on nutrition has aggravated overweight and related disorders.

2. Several studies have established a strong correlation between television viewing time and obesity. Limiting television watching is the first right step towards obesity prevention.

3. Children and teens should be encouraged to develop their games and sports skills that make physical activity enjoyable and burn more calories.

4. It should be made mandatory for all food manufacturers to not only mention all the contents and statutory warning indicating risk of obesity and other potential health problems that may develop due to consumption of its contents in all their commercials and food packaging.

5. Food restriction cannot offer a long-term solution to obesity, but can create an unhealthy focus on dieting and body image, and can even lead to other disorders.

HOW TO HELP SOLVE THE PROBLEM OF MAFIA

No civilized country of the world can ever afford the stigma of the Mafia on the face of its cultured society and it must be effectively eradicated from its land. Countries where the people are indulging in heinous activities like Mafia can never ever attain the growth and prosperity conforming to the standards of a civilized society.

It is evident from the records of the history of the world that the countries or the people who indulged in this kind of activities are looked down upon and they earn no prestige from the people of the rest of the world. As far as the Mafia activities are concerned, Russia does not enjoy a very good reputation internationally. In order to check this alarming trend in a great country like Russia and its natives, it is imperative to exercise the following proposed measures that may help to improve the deplorable situations prevailing there: -

1. To get the public support to control this social stigma, an awareness drive must be undertaken to educate the people that the Mafia like activities are detrimental to the interest of their personal as well the national growth and it needs to be checked with immediate effect.

2. Substantial rewards of the confidential nature may be announced by the Russian Government to be given away to the people, who come forward to help the administration and police in this national cause. This will encourage local natives to become bold enough to help and support the right cause. Not only that, this action will instil a feeling of security among the Russian masses, as also it will generate peoples faith in police and administration, and in Russian Government.

3. The Russian government may also consider some gallantry awards for the courageous people that help in nabbing the hard-core national and international criminals wanted by the national police and the personals of the Interpol.

4. The Government of Russia may consider setting up a "National Toll-Free Hot Line", where any one can make call to report suspected Mafia or terrorist activities in any part of the country.

5. The intelligence, security and police departments dealing with this kind of anti-social national operations, may be further equipped and strengthened with the latest modern technologies weapons and means of communication to act in a powerful, secure, fast and prompt manner.

6. Russian Government may think of setting up ‘National Open Air Jails’ to bring about the reforms among the criminals related with the Mafia activities. In the jail they must be taught good things and impart some technical knowledge, so they can learn certain skills that may help them to earn substantial money to enable him to handle social responsibilities with an ease. It will help them to join the mainstream of society as refined and reformed persons and help them to live with dignity.

7. A new ‘National Awareness Campaign’ may be launched to create awareness among the masses to streamline their thought process, making them simple and honest, help them keeping away from this kind of anti human activities and lead an honest life respectfully. For this purpose a special program can be made for the "HAPPINESS CHANNEL". The programs of this channel may be framed in such a manner that a person engaged in Mafia activities realise the futility of such life and happiness he has missed by not following the law honestly. It may include their programs depicting adverse effects of acts on their children who starve for respectability for their families in society.

8. The Government of Russia should initiate an image building campaign across the globe to wipe off the stigma of Mafia in the country. The campaign should underline the fact that after the collapse of communalism, there is no problem of security and Russia is a safe and attractive place for every one to live and work.

HOW TO CONTROL POLLUTION IN RUSSIA

Environmental concern particularly the pollution in Russia has not been given the needed emphasis during the last 80 years. Now it is high time that the Russian government realized the deadly effects of uncontrolled pollution in the society.

Ironically, the Russia environmental regulations were some of the stiffest in the world, though they were seldom enforced. For example DDT was formally banned in the USSR in 1970, yet it is still being used. Many of the environmental regulations are still archaic by western standards and can hardly control the growing pollution.

Owing to the increasing pollution, Russians specially the children suffer from various disorders and die younger than their counterparts in other industrialized nations. For instance, if we consider the industrialized cities like Volgograd and Magnitogorsk, 9 out of 10 children living around iron-ore mines and the nearby steel factories suffer from pollution-related illnesses such as bronchitis, allergies, pneumonia, bronchial asthma and even cancers.

Most of Moscow’s uninhabited land has been turned into vast, unsanctioned dumps, and tons of heavy metals from city factories are discharged everyday into the sewage system. The wanton dumping of chemical fertilizers and industrial wastes on the nation’s farmlands has also led to high levels of nitrates and heavy metals, including cadmium, in Russian produce. Although the new Russian government has abandoned some of the farming practices of the former communist leadership that supported mechanization and chemical applications, still a lot needs to be done.

Russia’s most intractable environmental problem has been the widespread radioactive contamination from antiquated nuclear reactors. Although since 1986 many Russian cities like Kapustin Yar, Balakovs, Kostroma, and Tver, still suffer from high radioactivity levels due to testing a manufacturing of nuclear bombs and missiles for decades.

The extent of radioactive contamination can only be checked if Russian Federation holds on to non-nuclear agreements including secret nuclear dumping.

Although the polluting practices of former Soviet Union are now known to be dangerous, little has been done to stop them. It is apparent that the gigantic problem of pollution can not be resolved over night and doing so may affect the people and society at large.

It is not possible to close down all factories that are not environment friendly, as it would mean dismissing workers and adding to the unemployment in the society. Moreover, a single factory is often the only producer of a vital component and closing it down may start a chain reaction that can jeopardize other related factories. However, plans should be developed to envisage the alternatives that may be gradually used to substitute the old process and technologies.

With the fall of the Soviet Union, and the rise of a free-market economy, Russia will need to take environmental concerns more seriously in global perspective and a national task force should be immediately set up to study, analyze and suggest concrete corrective measures within one year.

The aim of creating a healthy Russia can only be realized if we are able to contain the source and the root causes of pollution by adopting following action plan: -

1. NGOs, universities, and schools may be involved for monitoring the environment. Each city may be divided into zones and within each zone schools and colleges may be assigned responsibility for working towards environmental conservation of their respective localities.

2. The government may also provide assistance for establishing Eco-clubs in schools and colleges for promoting participation of students in learning about pollution control and help to reduce pollution.

3. The over populated cities are facing a constant degradation in the air quality. Hence, monitoring system for real air quality mapping and climate modeling should be developed.

4. Use of certain hazardous chemicals and pesticides should be immediately banned and further consumption of other such pesticides should be discouraged by imposing a 200% production tax and additional levies. The import of such hazardous chemicals should not be allowed. Similarly the tax on tobacco and alcohol should also be amplified.

5. Special research should be undertaken to find natural pesticides like Neem and natural fertilizers instead of chemical fertilizers. The use of nature-based vermin culture fertilizers should be encouraged as they are 100% safe and have no side effects.

6. Use of chlorine gas and fluorides in drinking water system should be immediately banned because fluoride has been known in scientific community to cause Alzheimer diseases.

7. In order to ensure healthy and clean air to citizens, investment in transportation alternatives is necessary at both the state and federal levels. The government can allocate a larger share of transportation resources to check the growth in the number of private vehicles on the road and encourage alternative transportation modes such as fast and efficient public / shared transit system.

HOW TO REDUCE ROAD ACCIDENTS IN RUSSIA

"Today Russian society is suffering huge losses owing to injuries," Last year 35,000 people were killed on the roads, and the number of people injured and left invalids in road accidents is seven times greater. Therefore, Russian Government should target road safety in order to avoid soaring casualties by considering following measures:

1. The Government should fund the development of system for reducing the number and severity of accidents on motorway and those resulting from drivers not maintaining a safe distance from other vehicles.

2. Russian Government should encourage the use of new technology like laser, ultrasonic, infrared and radar surveys for managing the safety of routes.

3. Human life is more precious than saving a few hours by hasty driving. Therefore, maximum speed limit of 60 miles per hour should be enforced throughout Russia. If need be, necessary law should be passed.

4. Proper driving instructions should be taught at high school level at least for one year in Class IX. Proper first aid technique should also be taught in the same class where students will learn what they themselves can do in case of an accident.

5. Many places on the high way lack proper and clear road signs or sometimes the exit signs are placed very near to the exit due to which people did not get enough time to change their lane to the right side for exit. Therefore, at least two miles before the exit proper signs should be placed.

6. More caution and speed limits boards should be put up at all dangerous roads.

7. Additional road safety short films should be shown on national channels on regular basis. Short films should also portray danger of fast drivings.

8. It should be made mandatory to provide back lights in the back windows of the cars.

9. Alcoholism is one of the main reasons for most of the automobile accidents and account for the majority of injuries and deaths. Therefore breath test should be implemented on large scale on highways and restaurants.

10. Use of cell phones while driving should be immediately banned and heavy penalties should be imposed as it is the most potential deadly driving danger.

11. Research shows that up to 20% of accidents on monotonous roads, such as motorways, are fatigue related. Driver’s fatigue is a serious problem resulting in many thousands of road accidents each year even in Russia.  The Government should construct rest houses for drivers and passengers and encourage establishment of motels along the long distance highways to minimize fatigue-related accidents.

12. There is also a need to improve the design of road markings at motorway and dual carriageway trunk road junctions. The government should allot plots on the highways for construction of public facilities, restaurants and also set up Accident prevention cell to ensure regular inspections to identify the roads where maintenance is needed. This department should look after the repair and reconstruction of roads and bridges; resurfacing roads; cleaning of the motorways; maintaining road lighting and communications systems etc.
